tary of the Department of Health and Mental Hygiene to promul-
gate regulations regarding smallpox immunization at high risk;
and, authorizing exemption from immunization on religious
grounds at certain times.

Section 1. Be it enacted by the General Assembly of Maryland.,
That new Section 81A be and it is hereby added to Article 43 of the
Annotated Code of Maryland (1971 Replacement Volume), title
"Health," to follow immediately after Section 81 thereof and to be
under the new subtitle "Vaccination of Persons at High Risk," and
to read as follows:

Vaccination of Persons at High Risk
81A.

(a)    The Secretary of the Department of Health and Mental Hy-
giene after consultation with the Medical and Chirurgical Faculty of
Maryland shall promulgate regulations regarding smallpox immuniza-
tion of persons at high risk. The regulations shall be promulgated in
conformance to the provisions of the Administrative Procedure
Act.

(b)    In the absence of an emergency or epidemic of disease de-
clared by the Secretary of Health, no person who objects in writing
to vaccination or immunization upon the ground that it conflicts
with the tenets and practice of a recognized church or religious de-
nomination of which he is an adherent or member shall be re-
quired to be vaccinated.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

of Harford County (1965 Edition and 1971 Supplement, being Ar-
ticle 13 of the Code of Public Local Laws of Maryland), title "Har-
ford County," subtitle "County Commissioners," to follow imme-
diately after Section 232-O thereof, to create and generally relate
to the Harford County Advisory Council on Drug Abuse, and gen-
erally relating thereto.
