Sec. 7. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety, and having been passed
by a yea and nay vote supported by three-fifths of all the members
elected to each of the two houses of the General Assembly, the same
shall take effect from the date of its passage.

(House Bill 1313)
AN ACT to add new Section 41(b-8) to Article 2B of the Annotated
Code of Maryland (1971 Supplement), title "Alcoholic Bever-
ages," subtitle "General Provisions on Issue of Licenses," to follow
immediately after Section 41(b-7) thereof, to provide that in
Garrett County any licensee wishing to install an additional bar
or serving counter within a reasonable distance from the main
building may do so without an additional license subject to certain
conditions.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 41(b-8) be and it is hereby added to Article 2B
of the Annotated Code of Maryland (1971 Supplement), title "Al-
coholic Beverages," subtitle "General Provisions on Issue of Li-
censes," to follow immediately after Section 41(b-7) thereof, and
to read as follows:
Notwithstanding any other provisions of this Article, in Garrett
County any licensee wishing to install an additional bar or serving
counter within a reasonable distance of the main building may do
so with the approval of the County Liquor Control Board. The
Liquor Control Board shall determine what constitutes a reason-
able distance, and if the authorization is granted, no additional
license shall be required.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.
