DEEM NECESSARY TO CONDUCT ITS STUDY, INCLUDING
BUT NOT LIMITED TO FINANCIAL INFORMATION REGARD-
ING LIABILITIES, ASSETS, REVENUES AND EXPENDI-
TURES OF THE COMMISSION.
Sec. 4. And be it further enacted, That the Study Commission
shall study and review the laws respecting the organization and
administration of the affairs of the Washington Suburban Sanitary
Commission, including but not limited to the ownership of its
facilities and respective functions, the nature and character of its
debt obligations, its contractual rights and obligations with respect
to its own and other water collection and sewage disposal facilities
and the structure of its personnel system, all with the objective
of devising a program for making the functions of the Commission
subject to the review, deliberation, decision, and control of the elected
officials of Montgomery and Prince George's Counties, respectively,
and for assuring a fair and objective system for the burdens shared
by the taxpayers and users. The study shall ALSO include considera-
tion of a restructuring of the Sanitary Commission to place its opera-
tions, in whole or in part, within the respective county governments,
and provide for an agency to administer any functions which are
regional in nature and not separable THE PROPER GOVERNMEN-
TAL STRUCTURE FOR THE EXERCISE OF THE FUNCTIONS
PERFORMED BY THE WASHINGTON SUBURBAN SANITARY
COMMISSION or which are otherwise not separable.
Sec. 5. And be it further enacted, That based upon such study
and review the Study Commission, on or before July 1, 1973, shall
make recommendations for reorganizing the Sanitary Commission
along lines consistent with its findings and prepare proposed legisla-
tion on or before September 1, 1973, to implement the recommenda-
tions for consideration by the Delegates and Senators from Mont-
gomery and Prince George's Counties OCTOBER 1, 1972, SHALL
MAKE ITS REPORT INCLUDING FINDINGS, RECOMMEN-
DATIONS AND APPROPRIATE LEGISLATIVE PROPOS-
ALS FOR CONSIDERATION OF THE COUNCILS, EXECU-
TIVES, DELEGATES AND SENATORS FROM MONTGOMERY
AND PRINCE GEORGE'S COUNTIES. Any legislation shall include
provisions to preserve unimpaired the obligations of the Washington
Suburban Sanitary District or of the Washington Suburban Sanitary
Commission under any and all bonds or other instruments of in-
debtedness theretofore issued, or the guarantees, or levy of taxes, or
other security for these obligations, whether the obligations are rec-
ommended to be assumed by the two counties separately or by the
Sanitary Commission, or some successor agency to the Sanitary
Commission.
SEC. 6. And be it further enacted, That in order to assure the
prompt and effective undertaking of the work of the Study Commis-
sion, the Washington Suburban Sanitary Study Commission shall
prepare and submit to the several Senators, Delegates, Executives,
and Councils an interim report on or before January 1, 1973 JULY
1, 1972, identifying the nature and scope of the contractual services
the Study Commission has undertaken and an outline of the work
plan that it is following for the study.
