ate regional requirements and to make the functions carried out by
that Commission be subject to the review, deliberation, decision, and
control of the elected officials of the respective counties; now,
therefore
Section 1. Be it enacted by the General Assembly of Maryland,
That a Commission is established to be known as the Washington
Suburban Sanitary Study Commission and that the members of the
Commission consist of 10 12 15 persons to be selected as follows: two
designated by each of the respective county Delegations to the House
of Delegates of the General Assembly of Maryland; one each
designated by the State Senators from each of the respective coun-
ties; the elected Executive of each of the counties or his alternate; and
one TWO designated by each of the respective County Councils from
the membership of the Councils. THE SECRETARY OF STATE
PLANNING OR HIS DESIGNEE, THE SECRETARY OF
HEALTH AND MENTAL HYGIENE OR HIS DESIGNEE, AND
THE SECRETARY OF NATURAL RESOURCES OR HIS DESIG-
NEE, SHALL SERVE AS NON-VOTING EX-OFFICIO MEMBERS.
The Washington Suburban Sanitary Study Commission shall name
its own chairman and also name an executive director. No member
of the Commission may receive compensation for his services as a
member of the Commission. The terms of the members of the Com-
mission shall expire when the Commission is discharged by the Dele-
gates and Senators from the respective counties.
Sec. 2. And be it further enacted, That the respective County Coun-
cils of Montgomery County and Prince George's County shall EACH
appropriate the sum of $50,000 from each county $25,000 AND
SUCH ADDITIONAL SUMS IN EQUAL AMOUNTS AS THE
COUNTIES MAY APPROPRIATE to be expended to the Wash-
ington Suburban Sanitary Study Commission, and make levies
as necessary to raise the funds for the appropriations. The
funds for the appropriations shall be made available as early as pos-
sible. The funds shall be available to the Commission for the purpose
of engaging the services of administrative, fiscal, engineering, legal,
and other services as necessary to study and recommend a plan of
reorganization THE WASHINGTON SUBURBAN SANITARY
COMMISSION, IN ACCORDANCE WITH THE PURPOSES OF
THIS ACT and prepare appropriate legislation.
Sec. 3. And be it further enacted, That the Study Commission
shall receive from the Washington Suburban Sanitary Commission,
and the Washington Suburban Sanitary Commission shall provide to
the Study Commission and those performing services for it financial
and other data the Study Commission deems necessary to conduct its
study, including but not limited to financial information required to
allocate to each county the assets, liabilities, revenues, and expendi-
tures of the Washington Suburban Sanitary Commission. The Study
Commission shall have furnished to it promptly all reports completed
relating to the allocation to each county the assets, liabilities, reve-
nues, and expenditures of the WSSC authorized or required by the
General Assembly THE WASHINGTON SUBURBAN SANITARY
COMMISSION SHALL PROVIDE TO THE STUDY COMMISSION
AND THOSE PERFORMING SERVICES FOR IT SUCH FINAN-
CIAL AND OTHER DATA AS THE STUDY COMMISSION SHALL
