(House Bill 1298)
AN ACT to provide for the establishment of a commission to study
the Washington Suburban Sanitary Commission AND GEN-
ERALLY RELATING THERETO.
Whereas, the Washington Suburban Sanitary Commission is a
governmental agency operating a vast public utility system, supply-
ing water and disposing of sewage, encompassing substantial portions
of the areas of Montgomery and Prince George's Counties, providing
building and maintenance of storm drainage, conducting refuse col-
lection services, and controlling marina facilities in Prince George's
County, whose annual operating and debt service expenditures are
approximately $50,000,000 and whose annual capital expenditures
items are approximately another $50,000,000 $101,000,000 for a total
of nearly $100,000,000 $151,000,000 annually in expenditures of pub-
lic monies and the incurring of related public debt; and
Whereas, The plans, programs, policies and operations of the
Washington Suburban Sanitary Commission have a vast impact on
the location, rate, and timing of the development which occurs in
the two counties; and
Whereas, the planning programs for the orderly development of
the two counties require that this agency provide programs which
are fully capable of being coordinated with and of implementing the
county plans, programs, and policies; and
Whereas, it is imperative that the functions now performed by
the Washington Suburban Sanitary Commission become more re-
sponsive to the land development and fiscal policies and programs
of the respective counties; and
Whereas, foreseeable requirements for water supply and sewerage
disposal facilities in the Washington Metropolitan Area may require
an agency to administer certain regional functions; and
Whereas, it is imperative that the interests of the users, tax-
payers, and citizens of the counties involved be effectively and
responsively met; and
It is, therefore, necessary that a study be made of the Washington
Suburban Sanitary Commission and a plan devised to meet appropri-
