after Section 25(K) 25(K-1) and 45(d), thereof, respectively, and to
read as follows:

25(L).

In Allegany County, the Board of License Commissioners may issue
a special permit to holders of Class D Beer and Class D Beer and
Light Wine licenses, that allows the sale of beer, wine and liquor by
the drink for consumption on the premises. A holder of this special
permit may continue to sell beer or beer and wine for consumption
on or off the premises, but he shall not sell liquor for consumption
off the premises. Application for this special permit shall be made not
less than SO days prior to the day on which the permit is to take effect.
The annual fee for this special permit is $500.00.

After SUBJECT TO THE POPULATION LIMITATIONS ON
LICENSES ELSEWHERE PROVIDED IN THIS ARTICLE, AF-
TER July 1, 1972, the Board of License Commissioners shall not
issue any additional Beer, Wine and Liquor Class A or Class D
license, except in the case of a transfer of a presently operating
business establishment having a license, subject to the approval of the
Board as elsewhere provided in this Article. However, the Board may
continue to issue special permits to holders of Class D Beer and Class
D Beer and Light Wine licenses as provided in Section 25(L), pro-
vided that the number of special permits issued does not exceed ten
(10).

Any holder of a Class D Beer or Class D Beer and Light Wine
license who applies for and receives a special permit as provided in
Section 25(L) shall receive a pro-rata credit for any unexpired por-
tion of the license he holds when he receives the special permit.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

AN ACT to repeal and re-enact, with amendments, Sections 148, 302,
345B (m), 357C, 357F (a), 357G (c), 411 AH, 473 (b), and 483 (a)
of Article 66C of the Annotated Code of Maryland (1970 Replace-
ment Volume and 1971 Supplement), title "Natural Resources",
subtitles, respectively, "Birds, Game and Fish", "Fish and Fish-
eries", "Forests and Parks," "Severn River Watershed-Sediment
and Waste Control", and "Maryland Commercial Fertilizer Law
of 1963", subheadings, respectively, "Field Trails", "Tidal Waters",
"In General", and "Program Open Space", correcting certain
errors in the laws relating generally to natural resources.
