Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 148, 302, 345B (m), 357C, 357F (a), 357G (c), 411AH,
473 (b), and 483 (a), of Article 66C of the Annotated Code of Mary-
land (1970 Replacement Volume and 1971 Supplement), title "Nat-
ural Resources", subtitles! respectively, "Birds, Game and Fish",
"Fish and Fisheries", "Forests and Parks", "Severn River Water-
shed-Sediment and Waste Control", and "Maryland Commercial
Fertilizer Law of 1963", subheadings, respectively, "Field Trails",
"Tidal Waters", "In General", and "Program Open Space", be
and they are hereby repealed and re-enacted with amendments, to
read as follows:

148.

Any person violating any of the provisions of [Section] Sections
132 to 147, inclusive, unless a different penalty is otherwise provided
in the section, shall be guilty of a misdemeanor and upon conviction
before any court of competent jurisdiction of this State shall be fined
not less than twenty dollars ($20.00) or more than one hundred
dollars ($100.00) and costs for each and every offense. Each and
every game bird and game animal caught or killed illegally, purchased
or offered for purchase, sold or offered for sale, barter, or exchange,
or taken or killed in excess of the bag limit or found in possession
illegally constitutes a separate offense under this section. The
penalties herein provided, however, shall not apply to the illegal
hunting, pursuing, catching, killing or possession of deer, the penal-
ties for which shall be the penalties set forth in Section 196 or to
wild waterfowl, the penalties for which shall be those set forth in
Section 152 or to purchasing, selling or offering to purchase or sell
deer.

302.

The following fees shall be charged for issuances of licenses to
take or catch fish for commercial purposes [;] :

(a)  Fyke, hoop net, or pot (except eel pots).—$0.50 for each fyke,
or hoop net, plus $0.50 for each 10 yards of lead or hedging used
in connection therewith; $1.00 for any number of pots. Catfish
pots licensed under the provisions of this section may be fished
in any of the tidal waters of the State where commercial fishing
is not prohibited.

(b)   Gill net.—$5.00 for each 100 yards or fraction thereof.

(c)  Pound net.—$10.00 for each net.

(d)   Haul seine.—$3.00 for each 100 yards.

(e)  Hook-and-line.—$10.00 for each person licensed.

All fees shall be deposited to the credit of the Fisheries Research
and Development Fund.

345B.

(m) Within State wildland areas designated by this section, the
Governor may, within a specific area and in accordance with such
regulations as he may deem desirable, authorize prospecting for
water resources, and recommend the establishment and maintenance
