326                               Laws of Maryland                        [Ch. 81

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 117(h) be and it is hereby added to Article 77 of
the Annotated Code of Maryland (1969 Replacement Volume), title
"Public Education," subtitle "Chapter 9. Finance and Reports," to
follow immediately after Section 117(g) thereof, and to read as
follows:

117.

(h) In Wicomico County, the following provisions apply, notwith-
standing anything to the contrary in this article: The County Council
of Wicomico County shall pay annually to the Wicomico County Board
of Education the amount of the budget of the Board of Education
which has been approved by the County Council, in twelve (12) equal
monthly installments, or at times as to which the County Council and
Board of Education mutually agree. Taxes levied pursuant to sub-
section (e) of this section shall be retained by the county, and any
annual deficiencies in the tax shall be the responsibility of the
county.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 81
(Senate Bill 130)

AN ACT to repeal and re-enact, with amendments, Sections 8-101 (a)
and (b) of Article 66-½ of the Annotated Code of Maryland,
(1970 Replacement Volume), title "Vehicle Laws," subtitle "Sub-
title 8 Owners of For-Rent Vehicles, Taxicabs and Commercial
Motor Vehicles for Hire," subheading "Part I. For-Rent Vehicles,"
to provide that certification by the Motor Vehicle Administration
of the financial responsibility of certain rental vehicles shall coyer
the person owning such vehicle and every person using or operating
the vehicle notwithstanding any provision of the rental agreement
to the contrary; and to correct certain erroneous language and
references therein.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 8-101 (a) and (b) of Article 66-½ of the Annotated
Code of Maryland, (1970 Replacement Volume), title "Vehicle Laws,"
subtitle "Subtitle 8 Owners of For-Rent Vehicles, Taxicabs and Com-
mercial Motor Vehicles for Hire," subheading "Part I. For-Rent
Vehicles," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

8-101.

(a) The [Department] Administration shall not register any
motor vehicle, trailer or semi-trailer to be rented, unless and until
the person owning such vehicle shall certify financial responsibility
