designated forms of interest in or control of property as a necessity
or qualification for the right to vote, to participate in elections,
or to hold office in the municipal corporation; PROVIDING FOR
CONTINUATION OF CERTAIN PRESENTLY EXISTING
RIGHTS; and repealing certain other provisions in conflict here
with.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 46 be and it is hereby added to Article 23A of the
Annotated Code of Maryland (1966 Replacement Volume), title
"Corporations—Municipal," subtitle "Home Rule," to follow imme-
diately after Section 45 thereof, to be under the new subheading
"Property Qualifications," and to read as follows:

46.                           Property Qualifications

A municipal corporation subject to Article HE of the Constitution,
whether through its municipal charter or otherwise, shall not im-
pose or continue any requirement, distinction, or provision in or
connected with municipal elections., the right to vote therein, or the
right to hold municipal office, which in any way requires the
ownership of property, any property-ownership interest, or any
form of control of property as a necessity or qualification for the
right to vote, to participate in elections, or to hold office, in the
municipal corporation. THIS SECTION SHALL NOT ACT TO DE-
PRIVE ANY PERSON OF EXISTING RIGHTS TO PARTICIPATE
IN ELECTIONS, TO HOLD PUBLIC OFFICE, OR TO VOTE,
WHICH HE PRESENTLY HAS UNDER MUNICIPAL CHARTERS
IN THE STATE OF MARYLAND.

Sec. 2. And be it further enacted, That all laws or parts of laws,
including the charters and the ordinances, resolutions, and other
actions of municipal corporations subject to Article HE of the
Constitution which are in conflict with provisions of this Act, are
repealed to the extent of the conflict.

Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1972.

(Senate Bill 59)

AN ACT to repeal and re-enact, with amendments, Section 3-402.1
and subsection (c) of Section 6-102 of Article 66˝ of the Annotated
Code of Maryland (1970 Replacement Volume and 1971 Supple-
ment), title "Vehicle Laws," subtitles, RESPECTIVELY "Cer-
tificates of Title and Registration of Vehicles," and "Drivers'
Licenses," SUBHEADINGS RESPECTIVELY "PART IV—
REGISTRATION OF VEHICLES" AND "PART I—ISSUANCE
OF LICENSES, EXPIRATION AND RENEWAL" to permit cer-
tain nonresident students to be exempt from registration and
licensing requirements applicable to vehicles under this Article.
