324                                 Laws of Maryland                          [Ch. 79

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 3-402.1 and 6-102(c) of Article 66˝ of the Annotated
Code of Maryland (1970 Replacement Volume and 1971 Supplement),
title "Vehicle Laws," subtitles, RESPECTIVELY, "Certificates of
Title and Registration of Vehicles," and "Drivers' Licenses," SUB-
HEADINGS RESPECTIVELY "PART IV—REGISTRATION OF
VEHICLES" AND "PART I—ISSUANCE OF LICENSES, EX-
PIRATION AND RENEWAL" be and they are hereby repealed
and re-enacted, with amendments, to read as follows:

3-402.1

(a)    A nonresident owner, operator or custodian of any foreign
vehicle may operate or permit the operation of the vehicle within
this State without registering the vehicle in, or paying any registra-
tion fees to this State; provided that the vehicle at all times when
operated in this State is duly registered in and displays upon it a valid
registration card and registration plate, or plates, issued for such
vehicle in the place of residence of the owner; and, further, provided
that the vehicle is not—

1.    Used for the transportation of persons for hire, compensation,
or profit;

2.    Regularly operated in carrying on business within this State;

3.    Designed, used or maintained primarily for the transportation
of property;

4.    Maintained in this State for purposes of operation during any
period or periods which total more than 120 days in any year, by a
nonresident who has temporary residence in this State; but this para-
graph 4 does not require registration or payment of registration fees
by nonresident students enrolled in an accredited Maryland or adjoin-
ing State
school, college or university, or serving an internship pro-
vided the State in which he is a resident shall extend the same privi-
leges to the residents of this State and, provided, that he meets the
Maryland requirements for motor vehicle financial responsibility.

5.    In the custody of a resident operator for a period or periods
which total more than 30 days in any registration year.

(b)    With the approval of the Governor, the [Commissioner]
Administrator may issue complimentary guest cards, permits or
licenses to persons visiting this State from any foreign country or
province, or may recognize and permit the use of guest cards, permits
or licenses granted by other States, for the operation of a motor
vehicle in the State of Maryland.

(c)    A nonresident who is a member of the Armed Forces of the
United States and who is serving on active duty in this State need not
register his personal passenger vehicles in this State if the vehicles
are registered in the State of his residence. "Armed Forces of the
United States" includes the United States Public Health Service.

(c) Any nonresident of this State, provided that:

1. He has in his possession a valid license to drive, issued to him
by the State or Country of his domicile;
