(1)  That part of the [1st] election district 1 that consists of pre-
cincts 9, 10, 11, 12, 13, 14, 15, 16, 21, 22, 23, 24, 25, 26, 27, 28, 29,
30, 31 and 32 in their entirety [, that portion of precinct 32 that
lies east of Thistle Road, that part of precinct 27 that lies north-
west of the Pennsylvania right-of-way, southwest to Hilltop Road
and south of Valley Road, and that part of precinct 16 that lies east
of Commonwealth Avenue, and south of Baltimore National Pike].

(2)  Election district 13 in its entirety.

(3)  That part of election district 9 [that lies within the follow-
ing boundaries: northerly from the Baltimore City line on Charles
Street, thence easterly in a continuous line following Towsontowne
Drive, Burke Avenue, and Hillen Road to its intersection with
Goucher Boulevard; thence northerly on Goucher Boulevard; thence
northerly on Prince Road; thence easterly on Joppa Road to its
intersection with Loch Raven Boulevard; thence southerly on Loch
Raven Boulevard to Putty Hill Avenue; thence westerly on Putty
Hill Avenue to Pleasant Plains Road; thence southerly on Pleasant
Plains Road to Cottage Avenue; thence southeasterly on Cottage
Avenue to Loch Raven Boulevard; thence southerly on Loch Raven
Boulevard to the Baltimore City line] that consists of precincts 9
through 16, 24 through 31 and 33 in their entirety.

[(4) That part of election district 1 which lies within the United
States Bureau of the Census 1970 tracts 4001, 4002 and 4016.01
which is generally described as (a) that part of election district 1
which lies south of Frederick Avenue, east of the Baltimore Belt-
way, north of Wilkens Avenue, and west of the Baltimore City line,
and (b) that part of election district 1 which is on the Spring Grove
State Hospital grounds. In case of conflict the Census Bureau tracts
shall prevail.]

22-7.

The fifth congressional district shall consist of the following re-
gions of Prince George's County and Montgomery County:

(a)  Prince George's County:

(1)  Election districts 1, 2, 7, 10, 13, 14, 16, 17, 18, 19, 20, and 21,

in their entirety;

(2)  Election [districts] district 6, precincts 1, 3, 5, 11, and 15.

(b)  Montgomery County: Precincts 4, 6, 9, 21, 22, and 41 of elec-
tion district 13 in Montgomery County.

22-8.

The sixth congressional district shall consist of Garrett, Allegany,
Washington, Frederick, Carroll and Howard counties in their en-
tirety, and the following regions of Montgomery and Baltimore
counties:

(a)  Montgomery County: Election districts 1 and 12 of Mont-
gomery County in their entirety.

(b)  Baltimore County: (1) [all of election district one except that
part which lies within the United States Bureau of Census, 1970,
tracts 4001, 4002, 4016.01, 4010.02, 4003, 4004, 4005, 4010, 4006,
4008, 4007.01, and 4007.02.] That part of election district 1 consist-
ing of precincts 1 through 8 and 17 through 20 in their entirety.
