(2)  That part of [the 2nd] election district 2 consisting of pre-
cincts 11, 18, [19], [and] 20 and 21 in their entirety [, that part of
precinct 17 that lies southwest of Liberty Road, and that part of
precinct 21 that lies south of Liberty Road and south of Lyons Mill
Road and that portion of the second election district that is bounded
on the south by Liberty Road and Lyons Mill Road, on the east by
Deer Park Road and the boundary between the second and fourth
election district as it runs to the Carroll County Line].

(3)   That part of [the 4th] election district 4 consisting of pre-
cincts 1, 2, 3, [and] 4 and 5 in their entirety [, that part of precinct 3
that lies south of a line extended southeasterly from the Carroll
County line along Westminister Road to its intersection with the
power transmission lines and thence northeasterly to the 8th pre-
cinct line (Western Maryland R.R. right-of-way), that part of pre-
cinct 5 that lies north of Kingsbury Road, north of Cherry Hill Road,
west of Highfalcon Road and south of Hammershire Road, and that
portion of the 8th precinct that is enclosed by the intersections of the
Western Maryland R.R. right-of-way, the power transmission lines,
and the line between the 3rd and 8th precincts].

22-9.

The fourth congressional district shall consist of the following
regions of Prince George's and Anne Arundel counties:

(a)  Prince George's County:

(1)  Election districts 3, 4, 5, 8, 9, 11, 12 and 15 in their entirety;

(2)   Election [districts] district 6, precincts 2, 4, 6 through 10,
and 12, 13,14,16, and 17.

(b)  Anne Arundel County in its entirety.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pre-
servation of the public health and safety and having been passed by
a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Sections 3-4 (b),
3-5, 3-7 (b) (1) and (5), 3-18 (a) (1) and (3), 3-24 (b) and 27-5
(b) (1) of Article 33 of the Annotated Code of Maryland, (1971
Replacement Volume and 1971 Supplement), title "Election Code",
subtitles "Registration of Voters—General Provisions," "REG-
ISTRATION OF VOTERS—HOW AND BY WHOM CON-
DUCTED," and "Absentee Voting"; to make certain technical
corrections to the Election Code in order to bring Maryland law
into conformity with the 26th Amendment of the United States
