2916                                County Local Laws

of Housing and Urban Development pursuant to the Act. Each member
who is elected from an unincorporated area shall reside in the neighbor-
hood from which he is elected.

(2)   Members shall be elected from, and be residents of, the following
respective incorporated municipalities:

(a)  Town of Cheverly—One Member

(b)   Town of Glenarden—Two Members

(c)   Town of Seat Pleasant—Three Members

(3)   Members will be selected by the Mayor and Council from among
the residents of their respective municipalities, as follows:

(a)  Town of Fairmont Heights—Two Members

(b)   Town of Capitol Heights—One Member

(4)   Three members shall be elected at large, and shall be no less
than fifteen and shall not have reached his eighteenth birthday on the
day of election, who shall be selected by voters residing in the MNA who
are no less than fifteen and not yet eighteen years of age on the day of
election.

(5)   One member shall be selected by the United Communities
Against Poverty, Inc.

(6)  Five members shall be appointed from among the residents of
the County by the County Executive, pursuant to the provisions of Sec-
tions 402 and 322 of the Charter. In making said appointments, the County
Executive shall endeavor to select persons who have an active identifica-
tion with religious, charitable, private, and public organizations which
have evidenced an interest in supporting the Model Neighborhood Pro-
gram established by the Demonstration Cities Act of 1966. No MNAB
member shall be eligible to hold an office or employment in any program
under the supervision or control of the MNAB.

Section 2. The following election procedures are to be followed for
the selection of elected members of the MNAB:

(1)   Time and place of election. The elections are to be held on a
Saturday designated by the County Executive. The polls will be open from
8:00 a.m. to 8:00 p.m. At least one polling place for youth and adults
will be located in or near each election district. In addition, youth polling
places will be located in Fairmont Heights and Capitol Heights.

(2)  Eligibility. Adults must be at least eighteen years of age on or
before the date of the election. Youth candidates must be at least fifteen
and not yet eighteen on or before the date of the election. The adult candi-
dates must be residents of the district in which they are running for one
month prior to the election. All candidates shall be residents of the MNA
prior to the election.

(3)  Nominations Process. An adult must secure the signature and
address of twenty eligible adult voters who live in the district in which the
candidate is seeking election. A youth candidate must secure the signature
and address of twenty eligible youth voters who reside in the MNA.
Eligible voters may sign only one petition of candidacy.

(4)   Voting Requirements. An eligible adult voter must be at least
eighteen years of age on or before the election. Youth must be at least
