fifteen and not yet eighteen years of age on or before the day of election.
An adult voter must be a resident of the district in which he casts a
ballot prior to the election. Youth must reside in the MNA. Registration
will not be required. On election day voters will be asked to sign a state-
ment certifying their name, age, and place of residence. Voters shall be
required to exhibit at the polls identification both as to person and
residence.
(5) Election Rules.
(a) Election Clerks: Each poll will be manned by a Chief Election
Clerk, one Adult Clerk and one Youth Clerk.
(b) Watchers: Each candidate will be permitted to have a watcher
at the polls on election day. The watcher may challenge the eligibility of
individual voters. Challenged ballots will be set aside until the validity of
the challenge is determined. Any alleged irregularities in the voting process
should be reported to the Chief Elections Clerk and to the Election Ap-
peals Board.
(6) Electioneering. No candidate or political literature will be al-
lowed within 100 feet of the polling place except that the candidate may
enter the polling place to vote. Each candidate for membership to the
MNAB will devise and support his own campaign plans. The CDA or
MNAB staff shall not assist in any way to prejudice or promote any given
candidate.
(7) Names on Ballot. Candidates' names will appear on the ballot in
alphabetical order. A paper ballot, uniform in size, shape, and color, and
coded by district will be furnished to each eligible voter at the polling
place. The use of nicknames is permitted. Separate youth and adult bal-
lots will be prepared.
(8) Non-partisan. The election shall be non-partisan with no political
designations permitted on the ballot. Candidate campaign literature must
describe only one candidate. Advertisement of slates is not to be per-
mitted.
(9) Counting of Ballots. The ballots will be counted under the super-
vision of the Chief Elections Clerk at each poll. Candidates may have
Watchers present during the counting process.
(10) Election and Appeals Board. An Election Appeals Board con-
sisting of five members who reside outside the MNA shall be established
by the County Executive or his designee. This Board shall supervise the
elections and adjudicate all challenges and decide on the validity of
charges of irregularity in the election process.
Section 3. The terms of the MNAB members shall be for two years.
No member shall serve more than two consecutive terms. All terms shall
begin on the first day of January and terminate on the last day of Decem-
ber in the year that the respective terms shall end. Those members sitting
on the MNAB on the effective date of this Bill shall be continued in office
to the completion of their respective terms.
Section 4. In the event of a vacancy in an appointed seat, the suc-
cessor shall be selected as soon as possible in the manner prescribed in
Section 2. If a vacancy should occur in an elected seat three months or less
before the regularly scheduled election, it shall be filled during the sched-
uled election. If such a vacancy should occur more than three months
prior to the regularly scheduled election, it shall be filled through an
election process established by the MNAB.
