This notice shall be by advertisement in one or more newspapers pub-
lished or of general circulation in the county and shall be printed at least
once a week for three consecutive weeks. The notice shall state that in not
less than three weeks in the future, the board will meet in public hearing
to permit any resident of the county to appear and testify concerning the
proposed issuance of the bonds. The notice shall also state the time and
place of the meeting.]

A BILL ENTITLED
An Act to establish a Model Neighborhood Action Board in Prince
George's County, pursuant to the Demonstration Cities and Metro-
politan Development Act of 1966 (Public Law 89-754) (herein called
the Act), for the purpose of carrying out the provisions of the Com-
prehensive City Demonstration Program.
Section 1. Be it enacted by the County Council for Prince George's
County, that there is hereby established a Model Neighborhood Action
Board (herein called MNAB). It shall develop policy for the planning,
evaluation, and administration of the Model Cities Program in conformity
with local state laws and administrative regulations, and in conjunction
with the County Council and County Executive and in conformity with
the policies of the U. S. Department of Housing and Urban Development.
It shall be composed of thirty-five (35) members, of whom thirty shall
be residents of the Model Neighborhood Area, hereinafter described, and
five (5) of whom shall be residents of the County outside the Model Neigh-
borhood Area (herein called MNA). Those members of the MNAB who
are residents of the MNA shall be selected or elected in the following
manner:
(1) Seventeen members shall be elected from representative neigh-
borhoods within the Model Neighborhood Area as defined by the original
