108-17. Same—To attach notice to vehicle.

Each police officer or other authorized person, as described in
the preceding section, shall attach to illegally parked vehicles or
trailers a notice to the owner or operator thereof that such vehicle or
trailer has been parked in violation of a provision of this Article and
instructing such owner or operator to pay a penalty to the Department
of Finance or to report to the nearest Commissioner of District
Court in regard to contesting such violation or violations.

108-18. Owner or operator of illegally parked vehicle to pay as a
penalty within fifteen days.

Each owner or operator notified under the provisions of the
preceding Section, shall within fifteen days of the time when such
notice was so attached to such vehicle, pay to the Department of
Finance as described in said notice at time of such payment, as a
penalty and in full satisfaction of such violation, the sum of five
dollars. The failure of such owner or operator to make such payment
within fifteen days as in this Section provided, shall increase the
penalty for said violation to ten dollars. The failure of such owner
or operator to make such payment within the fifteen days provided
above shall render such owner or operator subject to the warrant and
penalties provided for violation of the provisions of this Article. The
provisions of Section 2-41 of the Montgomery County Code 1965
relative to issuance of a receipt to the person paying same shall
not apply to the payment of parking violations made by mail. The
cancelled check of the owner or operator shall suffice as a receipt in all
such instances. Payment may be made in person or by mail within
the time limits prescribed.

108-23B. When warrant to be issued.

In the event any owner or operator of a vehicle or trailer fails to
comply with a notice of violation issued to such person or attached to
a vehicle or trailer or fails to make an appearance pursuant to a
summons or other written notification directing an appearance before
a Judge or Commissioner of District Court of Montgomery County, or
if any such person fails or refuses to make payment for notice of
violation within the time permitted by any provisions of this Chapter,
a warrant for said person's arrest shall be secured from the District
Court of Montgomery County. A uniform charge shall be assessed
against the persons for whom the warrant is issued.

108-23C. Impounding vehicles after enumerated violations,
generally.

(1) Members of the Department of Police or any authorized
designee of the County Executive are hereby authorized to remove a
parked or unattended vehicle or trailer from a street, highway, public
way or County property to the nearest police substation, garage or
