Sec. 3. The effective date of this Act shall be July 1, 1971 and
until such date the rate of tax shall remain at two percent as
provided in Resolution No. 6-503 approved June 6, 1967. On July 1,
1971 Resolution No. 6-503 shall stand repealed.
Sec. 4. Emergency Legislation
The Council hereby finds that the enactment of this legislation is
necessary for the immediate protection of the public health or safety
and hereby declares this enactment emergency legislation to take
effect on the date on which it becomes law.

AN ACT to amend Sections 108-7, 108-17, 108-18, 108-23B, and
108-23C of Chapter 108, title "Vehicles, Traffic and Parking," of
the Montgomery County Code 1965, (Chapter 6, Laws of Mont-
gomery County 1971), to designate the Department of Finance
as the department authorized to accept payment of penalty for
charges for parking violations and to amend the conditions under
which warrants may be issued in order to substitute the District
Court in place of the People's Court and Commissioner of the
District Court in place of the committing magistrate.
Be It Enacted by the County Council for Montgomery County,
Maryland, that—
Sec. 1. Sections 108-7, 108-17, 108-18, 108-23B, and 108-23C of
Chapter 108, titled "Vehicles, Traffic and Parking" of the Montgomery
County Code 1965, are hereby amended to read as follows:
108-7. Duty of police and other designated persons as to illegally
parked vehicles; notice to owner; penalty.
Any police officer or other authorized person designated by the
County Executive finding a vehicle or trailer parked in violation of
this Article shall attach to such vehicle or trailer a notice to the owner
and operator thereof that such vehicle or trailer has been parked in
violation of this Article and instructing the owner and operator, or
either of them, to report to the nearest Commissioner of District
Court for Montgomery County within fifteen days of the time when
such notice was so attached to such vehicle or to pay to the Depart-
ment of Finance as a penalty and in full satisfaction of such violation
the sum of five dollars, or as shall otherwise be fixed from time to time
by the County Executive with the approval of the County Council.
