other place of safety designated by the Department of Police or
County Executive if said vehicle or trailer has been involved in or the
subject of three or more outstanding, past-due violations of this
Chapter, or is so parked illegally as to constitute a definite hazard or
obstruction to the normal movement of traffic.
(2) Whenever a vehicle or trailer is removed from a street,
highway, public way or County property as authorized in this Section
and the officer or agent knows or is able to ascertain from the
registration records in the vehicle or trailer or the records of the
State Department of Motor Vehicles the name and address of the
owner thereof, such officer or agent shall immediately give or cause
to be given notice in writing to such owner of the fact of such
removal and the reasons therefor, the place to which such vehicle or
trailer has been removed and the method by which release can be
secured. A copy of said notice shall be sent to the Department of
Finance and to the officer or proprietor in charge of the place where
said vehicle is being held.
(3) All outstanding penalties and/or fines assessed pursuant
to violations of this Chapter shall be charged to the owner of the
vehicle or trailer and shall be paid the County before the owner
may reclaim the vehicle or trailer.
Sec. 2. For the purposes of this Chapter all references to District
Court for Montgomery County shall mean People's Court for Mont-
gomery County until July 5, 1971, the date the District Court system
goes into effect.
Sec. 3. Emergency Legislation
The Council hereby declares that an emergency exists and that
this legislation is necessary for the immediate protection of public
health and safety. Therefore, this emergency legislation shall take
effect on the date on which it becomes law.

AN ACT to add a new Section 84-34, title "Telephone Tax," to Chapter
84, title "Finance and Taxation," of the Montgomery County
Code 1965, to follow immediately after Section 84-33 thereof to
levy and impose a tax upon every person owning telephone
equipment or providing telephone service in Montgomery County
after July 1, 1971, at a rate based upon numbers of message
units and main stations, to provide for setting the rates from
