47A. Repeal of Inconsistent Laws.

All provisions of this Article, and all other laws or parts of
laws, public general or public local, inconsistent with the provisions
of this subtitle, are repealed to the extent of any such inconsistency.

47B. Severability.

If any part of this subtitle including any section or subsection
or portion thereof, shall be held to be unconstitutional or invalid
for any reason, such unconstitutionality or invalidity shall not affect
the remaining parts of
this subtitle, it being the intention that the
remaining parts of this subtitle would have been enacted into law
if such unconstitutionality or invalidity had been known; and to
this end, all parts of this subtitle are declared to be severable.

Sec. 2. And be it further ordered, That, unless the General
Assembly by law enacts a plan for legislative districting and appor-
tionment by the forty-fifth day after the opening of the regular
session of the General Assembly in 1972 in accordance with Article
III, Section 5 of the Constitution of Maryland, this legislative
districting and apportionment plan shall take effect on the forty-
sixth day after the opening of the regular session of the General
Assembly in 1972.

CHAPTER 8
(Senate Bill 375)

AN ACT to add new Section 631A (d) to the Code of Public Local
Laws of Allegany County (1963 Edition, being Article 1 of the
Code of Public Local Laws of Maryland), title "Allegany County",
subtitle "Allegany County Water Commission", to follow im-
mediately after Section 631A (c) thereof, as enacted by Chapter
507 of the Acts of 1971, to require the County Commissioners of
Allegany County to make certain appointments of members to the
Allegany County Water Commission within a specified time.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 631A (d) be and it is hereby added to the Code
of Public Local Laws of Allegany County (1963 Edition, being Article
