the Montgomery County Code 1965, are hereby repealed in their
entirety.
Sec. 2. Section 22-37, Chapter 22, titled "Sewers, Sewage Dis-
posal and Drainage," of the Montgomery County Code 1965, is
hereby repealed and re-enacted, with amendments, to read as fol-
lows:
22-37. Authority of Council to create districts by law; administra-
tion.
The County Council is hereby authorized, by law from time to
time or any time, to create a storm drainage district or districts, or
subdistricts within Montgomery County whenever, in its opinion, the
public health, welfare or convenience of the County so requires, and
to provide in such law the taxes to be levied or benefit assessments to
be made, and all other matters relating to the financing, construction
and maintenance of storm drainage projects within such district or
sub-district. All such districts so proposed by the Council shall be
administered by the County Executive who shall have the authority
to promulgate, pursuant to the procedure prescribed by law, reason-
able regulations for the implementation and administration of such
districts.
