County as snow emergency routes, which shall be marked by "Snow
Emergency Route" signs, and public parking lots of the County,
which shall be marked by "Snow Emergency Lot" signs.
Upon the declaration of a snow emergency by the County Execu-
tive by press release and such other public notice within the discretion
of the County Executive as it is practical to give under the circum-
stances, the following traffic regulations shall be in effect and shall
continue in effect until the end of the emergency as determined by
the County Executive. Such emergency may exist by reason of snow
or icing conditions.
(1) No person shall operate any vehicle upon a snow emergency
route unless at least two power wheels of such vehicle are equipped
with snow tires or tire chains in a good state of repair. For the
purposes of this section, snow tires shall mean those tires which are
designated by the manufacturer as snow tires. Each set of chains
(including clip-on chains) shall have a minimum of eight chains
(series of cross links) crossing the traction surface of each tire.
(2) No person shall park and leave unattended any vehicle
within the right-of-way of any snow emergency route.
(3) No person shall park and leave unattended any vehicle
on any snow emergency lot between the hours of Midnight and 7:00
A.M.
(4) Any vehicle parked and left unattended on a "snow emer-
gency route" or "snow emergency lot" in violation of this Section
may be impounded and removed by the County or its agent, and all
costs of towing, storage, or impounding shall be charged to the
owner of the vehicle. All such charges shall be paid to the County or
its duly authorized agent before the owner may reclaim the vehicle.
(5) It shall be the duty of all persons within the County to
observe such snow emergency signs and orders during periods of
emergency declared under this Section in accordance with the pro-
visions of this Section and in accordance with the resolutions of the
County Executive issued under this Section, and any person failing to
observe any such sign or order shall, upon conviction thereof, be fined
not more than fifty dollars.
108-4. Method of parking generally.
(a) Except when necessary in obedience to traffic regulations
or ordinances heretofore or hereafter enacted, or official signs or
signals, the driver of a vehicle shall not stop, stand or park any
vehicle in a roadway within the County other than parallel with the
curb and the side wheels of the vehicle within twelve inches of the
edge of the roadway, and with the vehicle facing in the direction of
the flow of traffic; except, that a passenger vehicle may stop parallel
and as near as practicable to parked vehicles only long enough to take
