penalty charges for parking violations from two dollars to five
dollars and increase the period in which penalty charges must be
paid from forty-eight hours to one hundred twenty hours; to
provide for the doubling of said penalties if not paid within one
hundred twenty hours and permit the assessment of warrant
charges and the issuance of warrants under certain conditions;
to provide for an evidentiary presumption that registered owner
of an illegally parked vehicle is the violator so charged; and to
permit towage of a car involved in three or more outstanding
parking violations, even if not in violation at the time of towage;
and further

AN ACT to repeal Chapter 115, title "Parking Regulations," of the
Montgomery County Code 1965, and to enact Articles IV and V
of Chapter 108, title "Parking Regulations—In General," and
"Parking Commercial Vehicles and Repair of Vehicles on
Streets," in lieu thereof, to stand in the place of the said Chapter
and Sections repealed to prohibit: parking within fifteen feet
of fire hydrant, parking of motor vehicles upon streets and high-
ways for over twenty-four hours, parking within thirty-five feet
of an intersection, obstructing entrances to public or private
driveways, etc., parking or vehicular traffic in specified emer-
gency or other zones, parking in front of theaters, failure to pay
public parking attendant, parking of commercial vehicles or
buses abutting residences, schools, etc., garages repairing or
leaving vehicles on streets; to provide penalty provisions for
violation thereof, to provide an increase in penalty charges for
parking violations in this Chapter from two dollars to five dol-
lars; to provide for an evidentiary presumption that registered
owner of an illegally parked vehicle is the violator so charged;
to permit the issuance of warrants and the assessment of war-
rant charges under certain conditions; and to permit towage of
a car involved in three previous outstanding parking violations
even if not in violation at the time of the towage, and further

AN ACT to repeal Chapter 16, Section 16-4, title "Offenses—Mis-
cellaneous," and to enact Article VI of Chapter 108, title "Im-
proper Use of Vehicle," in lieu thereof, to stand in the place of
said section repealed to prohibit driving over curbs, sidewalks,
etc.

Be It Enacted by the County Council for Montgomery County,
Maryland, that—

Sec. 1. Chapter 108, title "Vehicles, Traffic and Parking," of
the Montgomery County Code 1965, is hereby amended as follows:
