CHAPTER 5
(BILL NO. 27-70)
AN ACT to amend Chapter 78, title "Auction Sales," of the Mont-
gomery County Code 1965, by repealing and re-enacting Section
78-1, title "Applicability of Chapter," to delete an obsolete ref-
erence to the County Council and to authorize the County
Executive to enter into agreements with municipalities for en-
forcement of code provisions relating to auction sales.
Be It Enacted by the County Council for Montgomery County,
Maryland, that—
Sec. 1. Section 78-1, Chapter 78, title "Auction Sales," of the
Montgomery County Code 1965, is hereby repealed and re-enacted,
with amendments, to read as follows:
78-1. Applicability of Chapter.
The provisions of this Chapter shall be effective throughout the
County except in any incorporated municipality in the County which
by law has authority to adopt regulations similar to those herein con-
tained; provided, that if any such incorporated municipality shall
adopt this Chapter and request the County to enforce the provisions
thereof within the corporate limits of such municipality, the County
Executive is hereby authorized to arrange for such enforcement in
such manner as he deems appropriate.
Sec. 2. This Act shall take effect on December 7, 1970.
CHAPTER 6

AN ACT to amend Sections 108-2, 108-4, 108-5, 108-7, 108-11, 108-13,
108-17, 108-18 of Chapter 108 and to add new section thereto,
title "Vehicles, Traffic and Parking," to the Montgomery
County Code 1965, to amend snow emergency traffic control
regulations; to amend the general method in which vehicles shall
be parked on public streets and other public facilities; to provide
designees of the County Executive with authority to regulate the
parking of vehicles on County property; to provide a definition
for "public parking facility"; to include parking and traffic
regulations for trailers; to provide additional authority to tow
away vehicles in violation of said Chapter; to allow designated
County employees to issue notices of parking violation in instances
where police now have such authority exclusively; to designate
Committing Magistrates as persons authorized to accept pay-
ment of penalty for charges for parking violations; to increase
