session; and to delete obsolete provisions relating to the construc-
tion of streets by developing companies.
Be It Enacted by the County Council for Montgomery County,
Maryland, that—
Sec. 1. Subsection (a) of Section 12-24, Chapter 12, title
"Hotels, Tourist Homes, Trailers, etc.," of the Montgomery County
Code 1965, is hereby repealed and re-enacted, with amendments, to
read as follows:
12-24. Fees and special revenue tax.
(a) The annual license fee for each trailer coach park shall be
twenty-five dollars for each block of ten trailer coach spaces or
fraction thereof; provided, that the maximum license fee for one
trailer coach park shall not be more than two hundred fifty dollars;
and, provided further, that the County Executive may by written
regulation increase or diminish the license fee to an amount not to
exceed the reasonable cost of licensing, inspections, administration,
and enforcement of this article.
SEC. 2. Section 24-1, Chapter 24, title "Streets and Roads," of
the Montgomery County Code 1965, is hereby repealed and re-enacted,
with amendments, to read as follows:
24-1. Rules, regulations and ordinances—Authority to adopt, etc.
The County Council is hereby authorized to adopt, and from time
to time change and amend, any and all necessary and reasonable rules,
regulations and ordinances governing the proper use, care, construc-
tion, reconstruction, improvement, grading, repairing and mainten-
ance of the County roads, lanes, streets, alleys, avenues, bridges or
other highways, including those dedicated for public use, but except-
ing those located within incorporated towns and incorporated special
taxing areas of the County. The County Executive is also authorized
to promulgate or adopt, and from time to time, amend and change
any and all necessary and reasonable rules and regulations govern-
ing the aforegoing matters which are not inconsistent with or super-
seded by any rule, regulation, ordinance or law adopted or enacted
by the County Council. The Council is hereby authorized to provide
reasonable penalties for the violation of all such rules and regulations
and make other necessary provisions for the enforcement thereof.
All such rules and regulations when adopted in accordance with the
procedures prescribed by law shall have the force and effect of law.
Sec. 3. Section 24-5, Chapter 24, title "Streets and Roads" of
the Montgomery County Code 1965, is hereby repealed and re-enacted,
with amendments, to read as follows:
24-5. Appropriations from any source authorized; expenditures.
The Council shall have the power to appropriate and the County
Executive shall have the power to expend any revenue accruing to the
