the manner in which Certificates of Indebtedness shall be sold;
to delete obsolete and redundant specifications for bonds and
dollar limitations and to delete the requirement that the Council
annually estimate amount necessary to pay interest on and retire
bonds and Certificates; to require the County Executive or his
designee to hold public hearings on applications to abandon roads
and rights-of-way, to provide that the County Executive shall
report findings and recommendations to the Council for its final
action on such abandonments; to clarify the findings which must
be made in order to abandon roads or rights-of-way, to eliminate
the necessity of finding no damages; to eliminate the necessity of
paying damages and the procedures therefor and to provide for
appeal to the Circuit Court by any person aggrieved by an aban-
donment; to provide for the effective date of abandonments, and
filing fee for abandonments which may be revised by County
Executive; to authorize the County Executive to designate pro-
posed roads as freeways or expressways by written regulation
subject to Council approval; to authorize the County Executive
to adopt rules and regulations concerning freeways and express-
ways; to provide generally for the procedure and payment of
costs for the construction of streets for developing companies,
and to enable the County Executive to authorize such construc-
tion; to authorize the County Executive or his designee to deter-
mine whether road repair is maintenance or construction; to
authorize the County Executive to require, under certain specified
conditions, that public utility lines on reconstructed or improved
roads be placed underground; to authorize the County to erect
street name signs; to require grading, paving, drainage and
temporary curbs when road pavement ends other than at inter-
sections; to authorize the County to require more than minimum
rights-of-way for drainage; to authorize the County Executive to
set higher than minimum construction standards, to provide for
drainage structures to be based on preliminary studies approved
by Public Works under certain circumstances; to authorize the
County to require driveway entrances; to authorize the County
to require road construction standards to exceed prescribed
minimums, and to require temporary sidewalks as access to
schools; to authorize the County Executive or his designee and
the County Attorney to approve performance bonds before accept-
ance; to authorize the County Executive to execute agreements
permitting cash deposit in lieu of bond; to authorize acceptance
or rejection of roads by the County; to authorize the County
Executive to do whatever is necessary to cause compliance with
provisions of Chapter 24 of the Code; to authorize the County
Executive to waive certain provisions of Chapter 24 under speci-
fied circumstances; to delete an obsolete reference to executive
