set license fees for trailer coach parks, adopt rules and regula-
tions regarding the proper use, construction, etc. of streets and
roads; to authorize the Council to provide penalties for the
violation of rules and regulations; to authorize the Council to
appropriate and the County Executive to expend any revenue for
construction, etc. of streets and roads; to authorize the County
Executive to enter into cost participation agreements, set permit
fees for street grading and other projects, declare, in writing, a
road to be public after twenty years; to authorize condemnation
proceedings if purchase of property cannot be agreed upon fol-
lowing determination that land is necessary for public use; to pro-
vide that the County Executive or his designee hold the hearings
required to determine land value for franchise and to require
the County Executive to report his findings and recommendations
to the Council for action upon its determination of value after
consideration of such recommendation; to authorize the County
Executive to prescribe terms upon which streets and roads con-
forming to the standards of the County Road Construction
Code may be acquired or dedicated for public use; to provide
for hearings before the Board of Appeals from decisions to re-
move obstructions to vision on property contiguous to highways;
to authorize the County Executive to regulate hoisting over pub-
lic roads and rights-of-way; to provide that the construction of
streets and roads shall be authorized by the County Executive;
to provide for public hearings by the County Executive or his
designee on road construction prior to the authorization of such
construction and to require that notice of hearings, detailing
the proposed construction be sent to adjacent property owners
and be published prior to such hearings; to provide for authori-
zation of road construction by the County Executive; to provide
that the County Executive make written recommendations to the
Council on the assessment of the costs for road construction;
to provide that the cost of road construction be assessed by reso-
lution of the Council after the recommendations of the County
Executive are received upon completion of such construction; to
provide that assessment for road construction may be payable in
twenty (20) annual installments with interest not more than one
per cent more than the interest cost to the County; to authorize
the Council to make necessary adjustments in assessments prior
to adopting the resolution assessing costs and to provide for ap-
peal to the Circuit Court by persons aggrieved by any assessment;
to provide alternative methods of assessing corner lots; to author-
ize the County Executive to enter into road construction agree-
ments with municipalities; to authorize the correction of errors
in assessments by amendments to the resolution upon discovery of
the error by the Council or upon recommendation of the County
Executive; to provide that the County Executive shall determine
