to amend Article III, title "Abandonment of Roads and Drainage
Rights of Way," of Chapter 24, title "Streets and Roads," of the
Montgomery County Code 1965, as amended, by repealing and
re-enacting, with amendments, Section 24-43, title "By resolution
of Council; hearing, recommendations, etc." and Section 24-44,
title "Findings of Council," by repealing in their entirety Section
24-45, title "Written notice of hearing to be mailed," and Section
24-46, title "Effect of failure of property owner to receive notice,"
by repealing and re-enacting, with amendments, Section 24-27,
title "Finding by Council that road no longer necessary or suit-
able and that no damage will be sustained," by repealing, in its
entirety, Section 24-48, title "Procedure in lieu of finding that
no damage will be sustained; finding as to amount of damages
affirmed generally, etc.," and by enacting in lieu thereof a new
Section 24-48, title "Appeal from action of the Council," by
repealing, in their entirety, Section 24-49, title "Right of prop-
erty owner to have appraisals made privately," Section 24-50,
title "Submission of appraisals to Council within fifteen days'
consideration," and Section 24-51, title "Payment of damages pre-
requisite to adoption of resolution," by repealing and re-enacting,
with amendments, Section 24-52, title "When abandonment or
closing to become effective," by repealing in its entirety Section
24-54, title "Remedy deemed exclusive," by repealing and re-
enacting, with amendments, Section 24-55, title "Filing fee to ac-
company application," subsection (a) of Section 24-56, title
"Freeways and Expressways—Authority to establish, etc.; evi-
dence of freeway or expressway; requiring public hearing in
certain cases and defining freeways and expressways"; Section
24-57, title "Same—Authority to designate; existing and new
means of ingress and egress," Section 24-62, title "Same—Adop-
tion of ordinances, rules or regulations"; and to amend Chapter
103, title "Streets and Roads," of the Montgomery County Code
1965, as amended, by repealing in its entirety, Section 103-3,
title "Procedure, etc., upon construction of streets for developing
companies," by repealing and re-enacting with amendments, Sec-
tion 103-4, title "Authority of County Manager to classify road
repairs," subsection (a) of Section 103-7, title "Optional methods
of condemnation of lands for streets or roads," Section 103-7A,
title "Conversion of existing overhead public utility lines to
underground locations," subsections (b), (c), (d), (f), (h) and
(i) of Section 103-13, title "General Provisions," Section 103-14,
title "Classification by County Manager," subsections (a) and
(e) of Section 103-15, title "Construction by County," subsec-
tions (b) and (c) of Section 103-18, title "Performance bond,"
Section 103-19, title "Acceptance of road by County," and Section
103-20, title "Waivers of requirements of article" relating gen-
erally to streets and roads; to authorize the County Executive to
