PUBLIC HEARING

Having been posted and Notice of time and place of hearing and Title
of Bill having been published according to Charter, a public hearing
was held on October 27, 1971 and concluded on October 27, 1971. Reported
favorably with amendments, read second time and ordered printed for
third reading.

Section 1. Be it enacted by the County Council of Howard County,
Maryland, That Section 1.201 of the Howard County Code, title "Admin-
istration", subtitle "Personnel", be and is hereby repealed and re-enacted
with amendments to read as follows:

1.201—Executive Pay Plan

(1)   Salaries

The following officers and employees in the Exempt Service shall re-
ceive an annual salary to be set by the appointing authority within the
following limits:

Secretary to County Council [$4,000—$8,000]  $10,000—$16,000

County Auditor ....................................................    12,500— 18,000

County Administrator..........................................    14,000— 19,000

County Solicitor....................................................    12,500— 18,000

Director of Finance..............................................    12,500— 18,000

Director of Planning............................................    12,500— 18,000

Director of Public Works....................................    17,400— 24,000

Chief of Police ......................................................    12,500— 18,000

Fire Administrator ..............................................    11,400— 14,500

Director of Recreation—Parks ..........................    11,400— 14,500

Secretary to Executive ........................................     6,000— 9,500

Animal Control Officer ........................................     6,000— 9,500

Human Services Administrator ........................    11,400— 14,500

Budget Administrator..........................................    14,000— 19,000

(2)   The County Executive shall be the appointing Authority for all
of above positions except the Secretary to the County Council and the
County Auditor. The officers shall serve at the pleasure of the appointing
authority; provided, that the County Solicitor appointed by the County
Executive in accordance with the provisions of the Howard County Char-
ter shall be subject to confirmation by the affirmative vote of a majority
of the members of the Council as elected in 1970, and each four years
thereafter.

Section 2. And be it further enacted by the County Council of Howard
County, Maryland, that this act shall take effect sixty (60) days after its
enactment.
