Law 91-646 of the United States of America, known as "The Uniform Relo-
cation Assistance and Real Property Acquisition Policies Act of 1970".
Section 2. And be it further enacted by the County Council of
Howard County, Maryland, that this Act shall take effect sixty (60) days
after its enactment.
This bill, having been .approved by the Executive and returned to the
Council, stands enacted on October 12, 1971.

An Act to add new Section 19.400 to Title 19 of the Howard County
Code, "Recreation and Parks", subtitle "Rules and Regulations", estab-
lishing the rules and regulations concerning the use of Howard County
park lands and providing the penalties for violations thereof.
WHEREAS, the Parks of Howard County are for the use and enjoy-
ment of public, and under proper regulations, their facilities are open to
everyone. The Rules are relatively few, and are designed solely to ensure
the preservation of these publicly-owned lands for the benefit of all; and
WHEREAS, to maintain such lands in orderly condition and to pro-
tect them from fire and other damage, calls for the cooperation of each in-
dividual in conforming with both the letter and spirit of the regulations
which govern their use. In the interests of the public, these regulations
are adopted to be strictly enforced.
Section 1. Be it enacted by the County Council of Howard County,
Maryland, That Section 19.400 be and the same is hereby added to Title 19
of the Howard County Code, "Recreation and Parks", subtitle, "Rules and
Regulations", to read as follows:
19.400—Rules and Regulations
(a) Hunting
County Parks are closed to hunting at all times and firearms will be
confiscated by Department Officials or Police for such violations.
(b) Firearms
Firearms are prohibited within County Parks at all times and will be
confiscated by Department Officials or Police for such violations.
(c) Fishing
Fishing is permitted in County Parks except on posted areas, provided
it is done in conformity with County and State law.
(d) Closing Against Entry
No person, other than a police officer or employee of the Department
of Recreation and Parks, may enter or go upon lands under the adminis-
tration of the Department of Recreation and Parks during the period when
such lands are closed to public entry by proclamation of the Director of
Recreation and Parks, as may be required in emergencies.
(e) Bathing
Bathing and swimming are permitted by County Parks, but only in
such places and at such hours as the Department of Recreation and Parks
