17.502—Obtaining Title to Stray Dogs

Any person obtaining possession of a stray unlicensed dog who wishes
to keep the dog shall within forty-eight hours deliver it to the Animal
Welfare Society CONTROL OFFICER of Howard County along with a
statement declaring when, where and how the dog came into his possession
and declaring his assumption of boarding expenses at One Dollar and
Fifty Centers ($1.50) per day and his intention of obtaining ownership
of the dog. If the dog is unclaimed for five days, any former title shall be
forfeited, and the person delivering the dog shall be given the dog upon
payment of the board charges, other proper charges, his receiving a cur-
rent dog license, and upon receiving adoption approval of the Animal
Welfare Society of Howard County. No female dogs shall be adopted with-
out having first been spayed.

17.503—Impoundment

Whenever any person finds a dog running at large, he may notify the
Animal Welfare Society which CONTROL OFFICER WHO may cause the
dog to be taken and impounded. Such dog may be confined and disposed of
(either by destroying or being offered for adoption) if not identified and
claimed within five days after its capture. No owner may claim his dog
unless and until all charges incident to the confinement of the dog shall
be paid. Upon the capture of any dog, the Society ANIMAL CONTROL
OFFICER shall notify the owner of its capture if his identify can be ascer-
tained through license records, if any, or otherwise.

17.504—Impoundment Fee

Whenever a dog is impounded pursuant to this section or any other
provision of the law, the owner thereof shall pay an impounding fee of
Ten Dollars ($10.00) and costs of any required veterinary services, AND
FURNISH SATISFACTORY EVIDENCE THAT THE DOG IS LI-
CENSED.

Section 2. And be it further enacted by the County Council of Howard
County, Maryland,
that this Act shall take effect sixty (60) days after
its enactment.

This Bill, having been approved by the Executive and returned to the
Council, stands enacted on May 5, 1971.

An Act to amend Sections 1.200 and 1.201 of the Howard County
Code, title "Administration," subtitle "Personnel," to establish an Ex-
ecutive Pay Plan fixing the term and compensation of the officers and
employees in the executive branch exempt from the Classified Service.

Section 1. Be it enacted by the County Council of Howard County,
Maryland,
That Sections 1.200 and 1.201 of Title 1 of the Howard County
Code, "Administration", subtitle "Personnel", be and is hereby amended
to read as follows:

1.200—Exempt Service

All officers and positions of the County are divided into the Classified
Service and the Exempt Service. The Exempt Service shall include the
