(c) Increase of Tax Credit—The tax credit permitted by this section
shall be increased, in the event the valuation and assessment of the prop-
erty to which the tax credit applies is increased over its valuation and
assessment at the time of the original grant of a tax credit to the same
taxpayer or taxpayers under this section, in such amount as is required
to produce the same tax for County purposes as would have been produced
at the County tax rate for any given year if the said valuation and assess-
ment had not been increased.

Section 2. Be it further enacted by the County Council of Howard
County, Maryland,
that this Act shall take effect sixty (60) days after its
enactment.

This Bill, having been approved by the Executive and returned to the
Council, stands enacted on May 5, 1971.

Council Bill No. 14

An Act to amend Sections 17.501, 17.502, 17.503 and 17.504 of the
Howard County Code, to provide for the licensing and vaccination
of dogs to provide a procedure for obtaining title to stray dogs, to
provide for the seizure, impoundment, and disposal of any dog run-
ning at large, and to provide further for liability for impounding
fee and enforcement of this subtitle.

Section 1. Be it enacted by the County Council of Howard County,
Maryland,
that Sections 17.501, 17.502, 17.503 and 17.504 of Title 17 of
the Howard County Code, "Public Protection Services", subtitle "Dogs"
are hereby amended to read as follows:

17.501—License—Required; Rabies Vaccination

No person shall own or have custody of any dog over three FOUR
months of age unless such dog is licensed as herein provided, AND HAS
BEEN VACCINATED AGAINST RABIES. This provision shall not ap-
ply to dogs in the County for thirty days or less owned by a non-resident
provided such dogs are duly licensed in their home city, county or state
providing the owner has a valid rabies vaccination certificate for said dog.

(a) Before any license shall be issued, the owner shall produce satis-
factory evidence that the dog is
immunized against rabies in a procedure
approved by the Maryland Public Health Veterinarian. This
provision
shall take effect on July 1, 1970.

(b) (a) Application for licenses shall be made to the Bureau of
Inspections, Licenses, and Permits, or its authorized representative, accom-
panied by a license fee of Five Dollars ($5.00) for spayed female and
male dogs, veterinarian certificate to be shown on request of licensing
authority, and Seven ($7.00) for female dogs. However, if individual li-
censes for owned dogs exceeds Fifty Dollars ($50.00) the owner may
request a blanket dog license for Fifty Dollars ($50.00).

(c) (b) "Seeing Eye" dogs trained to assist the blind and dogs trained
and used by police in the official performance of their duties shall be pro-
vided licenses free of charge.

(d) (c) All licenses shall be valid for one year from each. July first
to the following June thirtieth.
