parking of vehicles in Howard County, means of enforcement thereof
and penalties for violations of the provisions of this Act.
Section 1. Be it enacted by the County Council of Howard County,
Maryland, that Sections 21.100, 21.101, 21.102, 21.103, 21.104, 21.105,
21.106, 21.107, 21.108 and 21.109 be and the same are hereby added to
Title 21 of the Howard County Code, "Traffic Control", subtitle "Park-
ing," to read as follows:
21.100 Definitions of Words and Phrases
The following words and phrases where used in this section for the
purposes of this section, have the meanings respectively ascribed to them
in this subtitle.
(a) Crosswalk
(1) Any portion of a roading distinctly indicated for pedestrian
crossing by lines or other marking on the surface.
(2) That portion of a roadway ordinarily included within the pro-
longation or connection of the lateral lines of sidewalks at intersections.
(b) Intersection
(1) The area embraced within the prolongation or connection of the
lateral curb lines or if none, then the lateral boundary lines of the road
ways of two highways which join another at, or approximately at, right
angles, or the area within which vehicles traveling upon other angles may
come in conflict; and
(2) Where a highway includes two roadways 30 feet or more apart
every crossing of each roadway of the divided highway by an intersecting
highway shall be regarded as a separate intersection. If the intersecting
highway also includes two roadways 30 feet or more apart, every cross-
ing of two roadways of such highways shall be regarded as a separate
intersection.
(c) Parking Meter
A mechanical device located upon a public street, sidewalk or parking
area, which device shall record a certain number of minutes and/or hours
by the use of a clock mechanism determining the period of time for which
parking privileges may be extended to the person depositing coins therein.
(d) Park or Parking
Park or parking means the standing of a vehicle, whether occupied
or not, otherwise than temporarily for the purpose of and while actually
engaged in loading or unloading merchandise or passengers.
(e) Person
Person means every natural person, firm, copartnership, association
or corporation.
(f) Sidewalk
Sidewalk means that portion of a street between the curb lines, or
the lateral lines of a roadway, and the adjacent property lines, intended
for use of pedestrians.
