thereof is held illegal, invalid, unconstitutional or inapplicable to any
person or circumstance, such illegality, invalidity, unconstitutionality or
unapplicability shall not affect or impair any of the remaining provisions,
sentences, clauses, sections or parts of this Act or its application to per-
sons and circumstances.
Section 3. And be it further enacted by the County Council of Howard
County, Maryland, That this act shall take effect sixty (60) days after it
stands enacted,. JULY 2, 1971.
This Bill, having received neither the approval nor the disapproval
of the Executive within ten (10) days of its presentation, stands enacted
on February 13, 1971.

An Act to repeal and re-enact, with amendments, subsection 1.201
(2) of the Howard County Code, title "Administration", subtitle
"Personnel", so as to provide that the County Solicitor appointed by
the County Executive in accordance with the provisions of the How-
ard County Charter, shall be subject to confirmation by the affirmative
vote of a majority of the members of the Council as elected in 1970,
and each four years thereafter, and further declaring this Act to be
an emergency measure.
Section 1. Be it enacted by the County Council of Howard County,
Maryland, that subsection 1.201 (2) of the Howard County Code, title
"Administration", subtitle "Personnel" be and it is hereby repealed and
re-enacted, with amendments, to read as follows:

(2) The County Executive shall be the appointing authority for all
of the above positions except the Secretary to the County Council and the
County Auditor. The officers shall serve at the pleasure of the appointing
authority; provided, however, that the County Solicitor appointed by the
County Executive in accordance with the provisions of the Howard County
Charter shall be subject to confirmation by the affirmative vote of a ma-
jority of the members of the Council as elected in 1970, and each four
years thereafter.
Section 2. And be it further enacted by the County Council of Howard
County, Maryland, that this Act is hereby declared an emergency measure
and necessary for the immediate preservation of the public health, safety
and welfare and having been passed by the affirmative vote of two-thirds
of the members elected to the Council, the same shall take effect from
the date of its enactment.
This Bill, having been passed notwithstanding the veto of the Execu-
tive, stands enacted on March 1, 1971.
