not paid within sixty (60) days of its billing date shall, at the option
of the Controller, cause the entire unpaid balance to be immediately
due and payable. The lien of such unpaid installments shall be sub-
ordinate only to the lien of State and County taxes and special bene-
fit assessments and payment thereof shall be enforced at the same
time and in the same manner as such taxes and assessments. Upon
the institution of any foreclosure or tax sale proceedings or title trans-
fer by deed as a result of sale, with respect to a property subject to a
lien for such installments, the unpaid balance thereof shall become
immediately due and payable.

Section 3. AND BE IT FURTHER ENACTED, THAT THIS
ORDINANCE IS HEREBY DECLARED TO BE AN EMERGENCY
ORDINANCE AND NECESSARY FOR THE IMMEDIATE PRE-
SERVATION OF THE PUBLIC PEACE, HEALTH, SAFETY WEL-
FARE AND PROPERTY, AND BEING PASSED BY THE AFFIR-
MATIVE VOTE OF FIVE (5) MEMBERS OF THE COUNTY
COUNCIL, THE SAME SHALL TAKE EFFECT FROM THE DATE
IT BECOMES LAW.

AN ORDINANCE to add new Section 13-357A to the Anne Arundel
County Code (1967 Edition and Supplements), Title 13, "Planning
and Zoning", Subtitle 3, "Zoning Regulations", Article V, "Signs
and Outdoor Advertisements Generally", to follow immediately
after Section 13-357, to prohibit the use of political signs on bill-
boards; and matters generally related thereto.

Section 1. Be it enacted by the County Council of Anne Arundel
County, Maryland,
That new Section 13-357A be, and it is hereby
added to the Anne Arundel County Code (1967 Edition and Supple-
ments) , Title 13, "Planning and Zoning", Subtitle 3, "Zoning Regula-
tions", Article V, "Signs and Outdoor Advertisements Generally", to
follow immediately after Section 13-357, to read as follows:

Section 13-357A

Neither political signs nor political signs on billboards shall be
permitted.

Section 2. And be it further enacted, That if any provision of
this ordinance or the application thereof to any person or circum-
stance is held invalid for any reason, such invalidity shall not affect
the other provisions or any other application of this Ordinance which
can be given effect without the invalid provisions or application, and
to this end, all the provisions of this Ordinance are hereby declared
to be severable.

Section 3. And be it further enacted, That this Ordinance shall

take effect forty-five (45) days from the date it becomes law.
