or natural gas, electricity, steam, liquefied petroleum gas, anthracite
coal, bituminous coal, or the various grades or classes of oil [set
forth in subsection hereof], when said commodities are manufac-
tured, generated, refined or processed for sale.

Section 2. And be it further enacted, That this Ordinance is
hereby declared to be an emergency ordinance and necessary for the
immediate preservation of the public peace, health, safety, welfare,
and property, and being passed by the affirmative vote of five (5)
members of the County Council, the same shall take effect from the
date it becomes law.

Bill No. 81-71

AN ORDINANCE to repeal and re-enact, with amendments, Sections
13-318 (a), (b) (2) and (3), (c), (d) and (e), respectively, of
the Anne Arundel County Code (1967 Edition and Supplements),
as enacted by Bill No. 53-70, Title 13, "Planning and Zoning",
Subtitle 3, "Zoning Regulations", Article VI, "Special Districts",
Heading, "OS-Open Space Districts", and to enact new Section
13-318 (e), to follow immediately below Section (d) (as repealed
and re-enacted by Section 1 hereof), and to repeal Section 13-318.1
of said Code, Title, Subtitle, Article and Heading, and to enact
new Section 13-318.1 in lieu thereof to stand in the place of the
Section repealed, and to repeal Section 13-318.2 (1) of said Code,
Title, Subtitle, Article and Heading, to clarify the permitted uses,
purposes and intent of open space districts; to authorize the
renumbering of such sections of this Ordinance as may be neces-
sary or desirable when additional sections of this Subtitle are
adopted and become effective, and the existing zoning laws are
repealed in each zoning district; and matters generally related
thereto.

Whereas, by virtue of Bills Nos. 2-70, 18-70, 20-70, 38-70, 39-70,
44-70, 53-70, 86-70, 93-70, 94-70, 134-70, 7-71, 8-71, 13-71, 16-71, 17-71
and 41-71, the County Council of Anne Arundel County, Maryland,
has adopted Subtitle 3, "Zoning Regulations", of Title 13, "Planning
and Zoning", of the Anne Arundel County Code (1967 Edition and
Supplements); and

Whereas, at the time of adoption of said bills, it had been in-
tended that said Subtitle should become effective on a County-wide
basis, only after the entire Subtitle and all Comprehensive Zoning
Maps shall have been adopted and the existing zoning laws and maps
repealed; and

Whereas, certain technical problems relating to the implementa-
tion of said Subtitle have made it desirable for the new zoning regu-
lations and maps to become effective on a district-by-district basis,
as said comprehensive zoning maps are adopted in each assessment
district; now, therefore,
