the licensee seeks judicial review of the Commission's decision pur-
suant to the provisions of this section, the revocation or the period
of suspension shall be stayed and shall not be effective or commence
to run until final judgment has been entered in any proceeding in-
stituted under the provisions of this section and the licensee's judi-
cial remedies exhausted hereunder. The Board, upon suspension
or revocation which has become final, shall require that the license
be surrendered to and retained by the Board, but upon termination
of the period of suspension the license shall be returned to the
licensee.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 48
(House Bill 454)
AN ACT to repeal and re-enact, with amendments, Section 229(c)
of the Code of Public Local Laws of Harford County (1965 Edi-
tion, being Article 13 of the Code of Public Local Laws of Mary-
land), title "Harford County," subtitle "County Commissioners";
and to add new Sections 229(d) and (e) to the same Code, title
and subtitle, to follow immediately after Section 229(c) thereof;
to authorize in Harford County the position of Director of the
Commission on Human Relations; to provide for the duties of the
Director; to remove current restrictions on appropriations allo-
cated the Commission and to permit the County Commissioners to
make whatever appropriations as are needed by the Commission;
and to generally relate to the Harford County Commission on
Human Relations.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 229(c) of the Code of Public Local Laws of Harford
County (1965 Edition, being Article 13 of the Code of Public Local
Laws of Maryland), title "Harford County," subtitle "County Com-
missioners," be and it is hereby repealed and re-enacted, with amend-
ments; and that new Sections 229(d) and (e) be and they are hereby
added to the same Code, title and subtitle, to follow immediately
after Section 229 (c) thereof and all to read as follows:
229.
(c) The county commissioners are authorized to provide all ad-
ministrative support to the Commission necessary to properly
effectuate the provisions of this section, and to annually appropriate
to this end [an amount not exceeding two hundred dollars ($200.)]
whatever amount they deem necessary.
(d) The county commissioners are authorized to appoint a resi-
dent of Harford County as the Director of the Commission on Human
Relations whenever they deem it appropriate to establish that posi-
tion.
