(e) The duties of the Director of the Commission shall be to
provide liaison and coordination with the county commissioners,
citizens advisory groups and established agencies and commissions in
the area of human services for the aged, handicapped persons, persons
disadvantaged as members of racial and religious minorities and
persons in poor economic circumstances, and to assist in developing
a master plan for the development, implementation and expansion of
human services to all persons in the county for whom those needs are
not provided otherwise.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 49
(House Bill 481)

AN ACT to repeal Sections 19-1 through 19-10 inclusive of the Code
of Public Local Laws of Washington County (1970 Edition, being
Article 22 of the Code of Public Local Laws of Maryland), title
"Washington County," subtitle "Justices of the Peace and Con-
stables," to remove the provisions which enumerate the number,
appointments, duties, jurisdiction and compensation of the justices
of the peace and constables including the police officers of the
town of Hagerstown.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 19-1 through 19-10 inclusive of the Code of Public
Local Laws of Washington County (1970 Edition, being Article 22
of the Code of Public Local Laws of Maryland), title "Washington
County," subtitle "Justices of the Peace and Constables," be and
they are hereby repealed to read as follows:

[19-1.

There shall be the following number of justices of the peace and
constables for Washington County, to be appointed for the election
districts of said county as follows: No. 1, two justices of the peace
and two constables; No. 2, three justices of the peace and two
constables; for Nos. 3, 17, 21, 22, 24 and 25, constituting the town of
Hagerstown and vicinity, two justices of the peace and three con-
stables; No. 4, two justices of the peace and two constables; No. 5,
three justices of the peace and two constables; No. 6, two justices
of the peace and two constables; No. 7, two justices of the peace and
two constables; No. 8, two justices of the peace and two constables;
No. 9, two justices of the peace and two constables; No. 10, two
justices of the peace and two constables; No. 11, two justices of the
peace and two constables; No. 16, two justices of the peace and
constables; No. 13, two justices of the peace and two constables; No.
14, two justices of the peace and two constables; No. 15, two justices
of the peace and two constables; No. 16, two justices of the peace and
two constables; No. 18, two justices of the peace and two constables;
