College Park                                    2103

Department of Legislative Reference, the following information concern-
ing the Charter Amendment:

1.    The complete text of this Resolution;

2.    The date of the referendum election, if any, held with respect
thereto;

3.    The number of votes cast for and against the question contained
in the Charter Amendment whether by the Council of the City of College
Park or in a referendum; and

4.    The effective date of the Charter Amendment.

BE IT FURTHER RESOLVED that the Mayor of the City of College
Park be, and is specifically enjoined and instructed to carry out the pro-
visions of Sections 2 and 3, above, as evidence of compliance herewith;
the said Mayor shall cause to be affixed to the Minutes of this meeting;

1.    An appropriate certificate of publication of the newspaper in
which the title of this Resolution shall have been published; and

2.    Return receipts of the mailing referred to in Section 3, and shall
further complete and execute the Certificate of effect attached hereto.

Resolution No. 71-R-18

TITLE

A Resolution to amend the Charter of the City of College Park,
Maryland, by repealing Section 14 of Article VI entitled VOTERS
and readopting the same thereby changing the minimum voter reg-
istration age from twenty-one (21) years of age to eighteen (18)
years of age.

TEXT

WHEREAS, upon ratification by the required number of states and
passage by the Federal Government Amendment 26 to the Constitution of
the United States has become the Law of the Land and;

WHEREAS, Amendment 26 establishes the minimum age to be
eligible to vote in National, State, and Municipal elections as eighteen (18)
years and

WHEREAS, the City of College Park recognizes the sophistication,
knowledge, and interest in local government of today's youth;

NOW, THEREFORE, BE IT RESOLVED that Section 14 of Article
VI of the Charter of the City of College Park entitled VOTERS is hereby
repealed and re-enacted as follows:

Except as otherwise provided herein, any person possessed of all the
qualifications that are necessary to entitle a person to exercise the right
to register as a voter of the State of Maryland, under the general election
laws, shall be entitled to be registered; provided, however, that every
applicant to register shall be a citizen of the United States and at least
[twenty-one (21)] eighteen (18) years of age on or before election day
