the needs of the employees of the State and its twenty-four political
subdivisions by keeping abreast of employee health care needs and
problems through continuous and thorough investigation and study
and which shall, based on their findings, make periodic reports and
recommendations regarding employee health care needs to the Gov-
ernor and the General Assembly of Maryland and generally co-
ordinate and supervise the Program; and be it further
Resolved, That a copy of this Resolution be sent to Governor
Marvin Mandel, AND THE EMPLOYEES HEALTH INSURANCE
ADVISORY COMMITTEE OF THE DEPARTMENT OF PER-
SONNEL.

(Senate Joint Resolution 28)
Senate Joint Resolution requesting the Governor to appoint a Com-
mission to study the operation of security guards and special
agents POLICE in this state and the relationship between gov-
ernment and private industry in this field.
Whereas, a multitude of problems exist in the field of private se-
curity guards and special police; and
Whereas, a better defined relationship is needed between gov-
ernment and private security agents and special police; and
Whereas, a delineation of the problems of variations in practice
and in law as to when security agents and special police should carry
firearms is needed; and
Whereas, under current law the people who operate a private
security agency which has been ordered to close can reorganize and
reopen under a new name; and
Whereas, there is inadequate means for identifying licensed se-
curity agents because there is no photograph or description on their
identification card and no official insignia; and
Whereas, a question has been raised as to whether security
guards should have the power of arrest; and
Whereas, many agencies are unable to ascertain accurately
whether or not applicants are individuals who have not committed
serious crimes because the police are not required to advise them of
this upon request; and
Whereas, there is inadequate screening and training given by
many agencies to men hired as special police; and
Whereas, there are no skill qualifications required before an
agency may assign an agent to handle firearms; now, therefore,

Resolved by the General Assembly of Maryland, That the Gov-
ernor is requested to appoint a Commission to study the operation
