Senate Joint Resolution requesting the Governor of the State of
Maryland EMPLOYEES HEALTH INSURANCE ADVISORY
COMMITTEE OF THE DEPARTMENT OF PERSONNEL to
establish an Employees' Health Care Program Commission to
make a comprehensive study of the feasibility of including all
employees of the State of Maryland, including its twenty-four
political subdivisions, in a health care program which would pro-
vide the maximum available benefits at the lowest possible cost
to the employee.
Whereas, The State of Maryland has heretofore assumed a sub-
stantial part of the cost of the State Employees' Health Care
Program; and
Whereas, It is inevitable that the State of Maryland must assume
the full cost of the State Employees' Health Care Program; and
Whereas, The cost of the Employees' Health Care Program has
increased steadily without a commensurate increase in benefits; and
Whereas, There is a definite need for continuous and thorough
review and general coordination and supervision of the Health
Care Program; and
Whereas, At present no provision has been made for such review
and supervision which would benefit the State and its employees
alike through more efficient use of the funds appropriated and
through a program cognizant of and responsive to the needs of the
employees of the State of Maryland and its twenty-four political
subdivisions; and
Whereas, If a Commission is established COMMITTEE IS SE-
LECTED to review, supervise and coordinate on a continuing basis
the Health Care Program for State employees, the State of Maryland
will have taken a giant step forward for the welfare of its employees
thereby providing incentive to qualified individuals to become asso-
ciated with and/or remain in State service; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Governor
of the State of Maryland is requested to establish an Employees'
Health Care Program Commission EMPLOYEES HEALTH IN-
SURANCE ADVISORY COMMITTEE OF THE DEPARTMENT
OF PERSONNEL to make a comprehensive study of the feasibility
of including all employees of the State of Maryland, including its
twenty-four political subdivisions, in a health care program which
would provide the maximum available benefits at the lowest pos-
sible cost to the employee and which shall be responsible for
insuring that the Employees' Health Care Program best serves
