of security guards and special agents POLICE in this state and the
relationship between government and private industry in the field
of security guards and special police. TWO MEMBERS OF THE
COMMISSION SHALL BE MEMBERS OF THE STATE SENATE
AND SHALL BE APPOINTED UPON RECOMMENDATION OF
THE PRESIDENT OF THE SENATE AND TWO MEMBERS
SHALL BE MEMBERS OF THE HOUSE OF DELEGATES AND
APPOINTED UPON RECOMMENDATION OF THE SPEAKER,
, AND ONE MEMBER SHALL BE APPOINTED BY THE GOV-
ERNOR FROM THE POLICE TRAINING COMMISSION.

(Senate Joint Resolution 41)

Senate Joint Resolution requesting the Congress of the United States
to amend The Hatch Political Activities Act of 1939 so as to per-
mit State, County and Municipal employees to fully participate in
the election processes of State and local government and urging
the Representatives of the State of Maryland in Congress to use
their best efforts to promote and support such an amendment.

Whereas, The Hatch Political Activities Act of 1939 (as amended)
generally prohibits State, County and Municipal employees from
holding office, participating in political parties and associations and
otherwise restricts the involvement of said employees in their
government; and

Whereas, In 1939 excessive manipulation of State, County and
Municipal employees for political purposes warranted legislation
proscribing such activitie
s; and

Whereas, Today, however, such public PUBLIC employees con-
stitute a significant segment of responsible citizens in every State;
and

Whereas, In Maryland the Merit System Law has fostered a
sense of integrity and responsible citizenship among public em-
ployees; and

Whereas, Dedicated employees interested in political affairs of
their government and community have, to the detriment of this
State, left career positions to participate in said affairs; and

Whereas, Accordingly, The Hatch Act of 1939 with its stringent
limitations on participation in government by public employees is
an anachronism and should be adapted to present conditions; now,
therefore, be it

Resolved, That the General Assembly of Maryland hereby requests
the Congress of the United States to amend The Hatch Political
Activities Act of 1939 so as to permit State, County and Municipal
employees to fully participate in the election processes of State and
local government and urges the Representatives of the State of
Maryland in Congress to use their best efforts to promote and sup-
port such an amendment; and, be it further
