Whereas, There are several veterans' organizations which, would
probably be willing to donate land for this use if requested; now,
therefore, be it
Resolved by the General Assembly of Maryland, That the Depart-
ment of Defense be requested to acquire additional land in Maryland
for use as a National cemetery; and be it further
Resolved, That the Secretary of State send copies of this Resolu-
tion to the United States Department of Defense, President Richard
M. Nixon, Vice-President Spiro T. Agnew, the Maryland Congres-
sional Delegation and the Maryland Veterans Commission.

(Senate Joint Resolution 69)
Senate Joint Resolution requesting that a Legislative Council study
be made of the feasibility of establishing an equitable standard
salary scale, including fringe benefits, for correctional personnel
throughout the State, comparable to other law enforcement agen-
cies in the State.
It is recognized that there are unconscionable variances in salaries
and fringe benefits in the many county, state and municipal correc-
tional systems.
In order to properly perform the mission of corrections, Correc-
tional Officers must profess a high degree of training and knowledge
in the Human Behavioral Sciences and motivation processes.
Since training will be a mandate for all new Correctional Officers
and specific standards must be complied with, monetary incentive
will be necessary, particularly in the county areas, to attract quali-
fied persons in the field of Corrections.
This uniform wage concept is consistent with the overall planning
and concept of Community Corrections, which is the logical approach
to the overall problem of Corrections; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Legis-
lative Council study the feasibility of establishing an equitable
standard salary scale, including fringe benefits, for all correctional
personnel in the State, comparable to other law enforcement agencies
in the State; and be it further
Resolved, That a copy of this Resolution be sent to the Chairman
of the Legislative Council of Maryland.
