1884 Joint Resolutions
Resolved by the General Assembly of Maryland, That the sincere
best wishes of the General Assembly and of all citizens of the State
of Maryland are sent to the Chorus of the Chesapeake from Dundalk,
Maryland, for their feat in winning the 1971 International Barber-
shopping Chorus Championship held in New Orleans on June 26,
1971; and be it further
Resolved, That the Senator from District 13G is deputized as the
representative of the General Assembly to perform the pleasant task
of presenting copies of the Resolution to the members and staff of the
Chorus of the Chesapeake with the additional assurances of the
esteem and admiration of all members of the General Assembly.

(Senate Joint Resolution 8)
Senate Joint Resolution requesting the State Department of Water
Resources to survey the needs of Herring Run with respect to
water conservation, pollution abatement, and flood control, and
to report to the 1973 General Assembly, to the Department of
Natural Resources, and to the Baltimore County and Baltimore
City administrations with proposals to alleviate flooding and pol-
lution of Herring Run.
Whereas, On and after August 1, 1971, a tragic flooding of the
waters of Herring Run occurred in Northeast Baltimore City;
and
Whereas, That flooding resulted in tragic loss of life, and many
hundreds of thousands of dollars damage to private property, per-
sonal possessions, homes, recreation areas and athletic fields; and
Whereas, The citizens of Northeast Baltimore City have joined
together to form NOAH, formerly known as Northeast Organization
Against Hydrocatastrophies, chaired by John D. Seyffert, chairman
of the Chinquapin Run Committee, and supported by every broad
based community organization in Northeast Baltimore City, to seek
a permanent solution to the recurrent flood problem of Herring
Run; and
Whereas, The problem is inter-county because the flood waters
of Herring Run often form in Baltimore County and crest in
Northeast Baltimore City; and
Whereas, Herring Run could benefit by a well designel DE-
SIGNED program of conservation, pollution abatement and flood
control because of its natural beauty, graceful contours, easy access
and great potential for recreational use; and
Whereas, Under Article 96A of the Annotated Code of Maryland
(1971), the Department of Water Resources has the following
powers and responsibilities:
