1834                             Laws of Maryland                      [Ch. 731

and Article 43 (g) of Chapter 780, Laws of Maryland, 1959, as
amended, being also Section 70-54 (g) of the Montgomery County
Code (1965 Edition) and
Section 59-48(g) of the Public Laws
Prince George's County (1963 Edition) is hereby repealed as follows:

16 [70-21] (59 17).
(a) Budgets

None of the provisions of any public general law governing the
preparation and filing of budgets by agencies of the State of Mary-
land shall be applicable to the budgetary procedure of the Commis-
sion. Except as hereinafter provided, [T] the budget programs
and procedures heretofore followed by the Commission are ratified
and confirmed and approved for use by the Commission hereafter,
together with such improvements therein as, in the discretion of the
Commission, shall be deemed necessary or appropriate in the public
interest. [The Commission is expressly directed to hold two public
hearings on the budget proposed to be adopted by it for its fiscal
year beginning July 1 of each year. The hearings shall be held prior
to May 15, 1966, on the budget for fiscal year commencing July 1,
1966, one to be in Prince George's County and one in Montgomery
County. For all subsequent fiscal years, the hearings shall be held
prior to April 10, one to be in Prince George's County and one in
Montgomery County; AT least ten (10) days' notice of each such
respective hearing shall be given by publication in a newspaper or
newspapers having a general circulation in the County where the
hearing is to be held.]

(1) Annual Budget

For each fiscal year, beginning on July 1 and ending on June 80
of the subsequent year, the Commission shall prepare an annual
CAPITAL AND OPERATING budget which shall contain, sep-
arately for each County WHERE ITEMS ARE SO ALLOCABLE
and each fund hereafter described for which a tax is levied, the pro-
posed expenditures and estimates of revenue anticipated. The pro-
posed budget shall be established as hereinafter set forth. THE COM-
MISSION'S BUDGET SHALL INCLUDE FOR EACH COUNTY
WITHIN THE REGIONAL DISTRICT A COMPLETE PLAN-
NING WORK PROGRAM INCLUDING A SCHEDULE FOR
THE PRODUCTION OF ALL PLANS AND AMENDMENTS,
HEREINAFTER CALLED THE PLANNING SCHEDULE OF
THE COMMISSION. THE BUDGET SHALL CONTAIN ITEMS
ALLOCABLE TO BOTH COUNTIES INCLUDING PROVISIONS
FOR THE OPERATION OF THE DEPARTMENTS OF THE
COMMISSION ESTABLISHED PURSUANT TO LAW AND
THE REGIONAL PLANNING PROGRAM. THE BUDGET SHALL
ALSO CONTAIN A SCHEDULE OF RECREATION ACTIVI-
TIES AND PROGRAMS FOR PRINCE GEORGE'S COUNTY
IN ACCORDANCE WITH SECTION 43 A (G) OF CHAPTER
780, LAWS OF MARYLAND 1959, AS AMENDED.

(i) Administrative Fund

The Administrative Fund applicable to the Regional District with-
in each County shall include the proposed expenditures necessary for
the exercise of the planning and administrative powers and func-
tions granted to the Commission. For the purpose of financing pro-
