AN ACT to repeal and re-enact, with amendments, Section 3-1 of the
Code of Public Local Laws of Baltimore City (1969 Edition, being
Article 4 of the Code of Public Local Laws of Maryland), title
"Baltimore City," subtitle "Electrical Apparatus and Wiring," as
last amended by Chapter 402 of the Acts of 1970, to provide that
members of the general public shall serve on the Board of Exam-
iners and Supervisors of Baltimore City, TO PROVIDE A RESI-
DENCY REQUIREMENT FOR MEMBERS OF THE BOARD,
to remove restrictions on the qualifications of certain members of
the Board and to provide for the initial terms of the members of
said Board.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 3-1 of the Code of Public Local Laws of Baltimore City
(1969 Edition, being Article 4 of the Code of Public Local Laws of
Maryland), title "Baltimore City," subtitle "Electrical Apparatus
and Wiring," be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
3-1.
The Governor shall, with the advice of the Secretary of Licensing
and Regulation, SHALL appoint a board subject to the advice and
consent of the Senate which shall be known as the Board of Electrical
Examiners and Supervisors, consisting of five (5) persons, each of
whom shall serve a term of four years, after expiration of the initial
terms provided herein, for the purpose of examining into the qualifi-
cations and capabilities of all persons who are engaged or desire to en-
gage in the business of Master Electrician as defined in Section 3-5 of
this Article. The Board of Electrical Examiners and Supervisors
shall be a part of the Department of Licensing and Regulation. The
board so appointed shall be competent practical electricians and
representatives of the general public of Baltimore City , ALL OF
WHOM SHALL BE RESIDENTS OF BALTIMORE CITY DUR-
ING THEIR ENTIRE TERM, and shall be selected as follows: [one
(1) from nominations made by the Electrical Contractors' Associa-
tions of Maryland, and one (1) from nominations made by the
International Brotherhood of Electrical Workers of Maryland, one
(1) from nominations made by the Chief of the Municipal Electrical
Inspectors of Baltimore City, one (1) from nominations made by the
Maryland Fire Underwriters Rating Bureau, and one (1) person
residing in Baltimore City, who shall be a practical journeyman
electrician who has served at the business for a period of not less
than ten years] three members who are practical electricians licensed
in the City of Baltimore , ONE OF WHOM SHALL BE A MEMBER
OF THE INTERNATIONAL BROTHERHOOD OF ELECTRICAL
WORKERS OF MARYLAND, and two members from the general
public, and a majority of said Board shall constitute a quorum
to transact the business thereof. The term of office of the mem-
bers [of the] first [number so] appointed after July 1, 1972,
shall be as follows: [the nominee from the Maryland Fire Un-
derwriters Rating Bureau, the nominee from the Electrical Con-
