to provide for the renewal of the card; to provide for the form
for card; to provide penalties for those who fraudulently apply
for or use the card; to require the Motor Vehicle Administration
to promote and encourage these special identification cards by
utilization of the media, and relating generally thereto.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 6-601, be and it is hereby added to Article 66½
of the Annotated Code of Maryland (1970 Replacement Volume), title
"Vehicle Laws", subtitle "Subtitle 6. Drivers' Licenses", to follow
immediately after Section 6-507 thereof and to be under the new
subheading "Part VI. Special Identification Cards", and to read
as follows:
Part VI. Special Identification Cards
6-601.
(a) Upon the request of any person who is a resident of Maryland
who does not possess a driver's license, the Motor Vehicle Admin-
istration shall issue a special identification card to the person.
(b) A special identification shall be accepted as valid identification
of the person to whom it was issued when the card is presented for
the purpose of furnishing proof of the person's identification.
(c) The fee for the issuance of a special identification card is
$2.00 if the card is issued to any person under 65 years of age. No fee
is required if the person requesting the card is 65 years of age or
older.
(d) A special identification card shall expire every two years
but may be renewed. The renewal fee is the same as set forth in sub-
section (c) of this section.
(e) A special identification issued under this section shall be
similar in size, shape, and design to a driver's license, but the card
shall clearly state that it does not enable the person to whom it is
issued to operate a motor vehicle.
(f) Any fraud or misrepresentation in the application for or use
of a special identification card issued under this section is a mis-
demeanor, punishable by a fine of not more than $500.00 or by
imprisonment of 90 days, or both. The penalties provided by this
subsection are in lieu of the penalties imposed by Section 17-101 of
this article.
(b) The Motor Vehicle Administration shall promulgate any rules
and regulations it deems necessary for the effective implementation
of the provisions of this section.
(h) The Administration shall utilize the various communications
media throughout the State to inform Maryland residents of the
provisions of this section and to encourage and promote the general
public to take advantage of these provisions.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.
