(10)   (8) claim, or attempt or threaten to enforce a right with
knowledge or reason to know that the right does not exist;

(11)   (9) use a communication which simulates legal or judicial
process or which gives the appearance of being authorized, issued, or
approved by a government, governmental agency, or attorney at law
when it is not? .

    (12) threaten court action against the debtor unless like action

is taken in regular course or is intended with respect to the particu-

lar debt.

(b) Proof of a violation of subsection (a) shall constitute a com-

plete defense to any legal action undertaken by any person to en-

force the claim that was being collected at the time the violation or

violations occurred, and shall be deemed to constitute full satisfaction
of a judgment on such claim properly obtained before the
occur-
rence of the violation or
violations.

(c) In addition to the remedy provided in subsection (b), any
(B) ANY person violating subsection (a) shall be liable to any
person affected by the violation for all damages proximately caused
by the violation, including but not limited to damages for emotional
distress or mental anguish suffered with or without accompanying
physical injury.

(d) (C) A consumer transaction is any transaction involving a
person seeking or acquiring real or personal property, services,
money or credit for personal, family or household purposes.

(D) ANY PERSON VIOLATING THE PROVISIONS OF THIS
SUBTITLE SHALL BE GUILTY OF A MISDEMEANOR AND
UPON CONVICTION SHALL BE SUBJECT TO A FINE OF NOT
MORE THAN ONE THOUSAND DOLLARS ($1,000,00) OR IM-
PRISONMENT OF NOT MORE THAN SIX (6) MONTHS OR
BOTH, AT THE DISCRETION OF THE COURTS.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

CHAPTER 683
(Senate Bill 759)

AN ACT to add new Section 6-601 to Article 66½ of the Annotated
Code of Maryland (1970 Replacement Volume), title "Vehicle
Laws", subtitle "Subtitle 6. Drivers' Licenses", to follow im-
mediately after Section 6-507 thereof and to be under the new
subheading "Part VI. Special Identification Cards", to require
the Motor Vehicle Administration, upon the request of any resi-
dent of Maryland who does not possess a driver's license, to issue
a special identification card to the person requesting it; to provide
that this special identification card shall be accepted as valid
identification of the person to whom it was issued; to provide
for a fee for the issuance of this card and an exception thereto;
