is hereby repealed and re-enacted, with amendments to read as
follows,:

15. Administrative Expenses of the Commission

The Commission annually shall submit to the County Coun-
cil AND COUNTY EXECUTIVE of Montgomery County and
to the [Board of County Commissioners] County Council of
Prince George's County a budget of its requirements for ad-
ministrative expenses for the next ensuing year. There shall
be included in said budget as an expense of the District, the
Maryland share of the expenses of the Joint Commission to Consider
Matters Relating to Passenger Carrier Facilities in the Washington
Metropolitan Area, which Joint Commission has been empowered by
Joint Resolution of the General Assembly of Maryland to negotiate
an interstate compact between Maryland, Virginia and the District
of Columbia dealing with transportation. The obligation of Mont-
gomery and Prince George's Counties, after budget approval, to ap-
propriate for the administrative budget of the Commission shall be
allocated equally EQUALLY between such Counties, [upon] [the
basis of population as reflected by the latest population statistics of
the Bureau of the Census.] [a fifty-fifty basis.] [Upon the request of
either County, the Commission shall make the allocation upon esti-
mates of population prepared in a manner approved by the Commis-
sion.] Such budget shall be limited solely to the administrative ex-
penses of the Commission and shall not include any funds for con-
struction or acquisition of transit facilities or performing of transit
service. Notwithstanding any other provision of this Article, the re-
spective governing bodies shall have the right to review and to ap-
prove in whole or in part the administrative budget of the Commis-
sion, and the agreement of the governing bodies of both Counties shall
be necessary before the Commission's administrative budget may be
reduced.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1972.

(House Bill 1161)

AN ACT to repeal and re-enact, with amendments, Section 112C (a)
of Article 66C of the Annotated Code of Maryland (1970 Replace-
ment Volume and 1971 Supplement), title "Natural Resources,"
subtitle "Birds, Game and Fish," subheading "Fish and Wildlife
Administration," AND TO ADD NEW SECTION 112C(D)
TO SAID CODE, ARTICLE, TITLE, SUBTITLE AND SUB-
HEADING, TO FOLLOW IMMEDIATELY AFTER SECTION
112C(C) THEREOF, TO SET FORTH GENERALLY THE
POWERS AND FUNCTIONS OF THE COMMITTEE OF
WATERMEN AND SEAFOOD DEALERS OR PROCESSORS
UNDER THE DEPARTMENT OF NATURAL RESOURCES
AND to extend for another year the regulatory authority given
to the Director of Fish and Wildlife Administration.
