be known as the "Registered Professional Foresters Fund". Payments
from this fund shall be paid out only by warrant of the Comptroller
upon the State Treasurer, upon itemized vouchers approved by
the Chairman and attested by the Secretary of the Board. All money
in the "Registered Professional Foresters Fund" shall be budgeted
and appropriated specifically to the Board, but any of those funds in
excess of Five Thousand Dollars ($5,000.00) not used during the
fiscal year for which they are appropriated shall revert from this
special fund to the general funds of the State. The Secretary to
the Board shall give surety bond to the State in an amount as the
Board may determine, and the premium on the bond shall be re-
garded as a proper and necessary expense of the Board and shall
be paid from the "Registered Professional Foresters Fund".
ALL MONEYS COLLECTED UNDER THIS SUBTITLE SHALL
BE PAID OVER TO THE STATE TREASURER, AND SHALL
BECOME GENERAL FUNDS OF THE STATE. SUCH MONEYS
SHALL THEREAFTER BE DISBURSED BY THE COMPTROL-
LER ONLY PURSUANT TO AN APPROPRIATION MADE IN
ACCORDANCE WITH SECTIONS 82 AND 52 OF ARTICLE 3
OF THE CONSTITUTION OR PURSUANT TO THE PROVI-
SIONS OF SECTION 1 THROUGH 15, INCLUSIVE, OF ARTICLE
15A OF THIS CODE, TITLE "BUDGET AND PROCUREMENT,"
AS AMENDED FROM TIME TO TIME. THE SECRETARY OF
THE BOARD SHALL, UPON ENTERING THE PERFORMANCE
OF HIS DUTIES, BE COVERED BY A SURETY BOND IN AC-
CORDANCE WITH THE PROVISIONS OF SECTIONS 46
THROUGH 50 OF ARTICLE 78A OF THE ANNOTATED CODE
OF MARYLAND.

The Board shall keep a record, of its proceedings, and a register
of all applications for registration, which register shall show the
name, age, and residence of each applicant, the date of the applica-
tion, the place of business of such applicant, his educational and other
qualifications, whether or not an examination was required, whether
or not the application was rejected, whether or not a license of
registration was granted, the cause of the action by the Board, and
other information as may be deemed necessary by the Board. The
records of the Board are prima facie evidence of the proceedings of
the Board set forth therein, and a transcript thereof, duly certified
by the Secretary of the Board under seal, shall be admissible in
evidence with the same force and effect as if the original were pro-
duced. Annually, on the thirtieth day of September each year, the
Board shall submit to the Governor a report of its transactions for
the previous fiscal year.

A roster showing the names and places of business of all Registered
Professional Foresters qualified according to the provisions of this
subheading shall be prepared by the Board by the thirty-first day of
March of each year. Copies of the roster shall be mailed to each
person so registered, filed with the Secretary of State, and furnished
to the public upon request.
