The Governor may remove any member of the Board for miscon-
duct or habitual or wilful neglect of duty. Vacancy in the membership
shall be filled for an unexpired term in the same manner as for an
appointment for a full term.
409F.
Members of the Board shall serve without compensation. Board
members shall be reimbursed for all actual traveling and incidental
expenses necessarily incurred in carrying out the provisions of this
subheading.
409G.
The Board shall hold a meeting within thirty days after its mem-
bers are first appointed, and thereafter shall hold at least two regu-
lar meetings each year. Special meetings shall be held at a time and
place as the by-laws of the Board may provide, but not more than
one meeting may be held in any one calendar month. The Board
shall elect annually the following officers: a Chairman, Vice Chair-
man, and a Secretary, who shall be members of the Board. A quorum
of the Board shall consist of not less than three (3) members.

The Board has the power to make all by-laws and rules, not in-
consistent with the Constitution and laws of this State which may
be reasonably necessary for the proper performance of its duties
and the regulations of the proceeding before it. The Board shall
adopt and have an official seal. In carrying out the provisions of this
subheading, the Board may, under the hand of its Chairman and
the seal of the Board, subpoena witnesses and compel their attend-
ance and may also require them to produce books, papers or docu-
ments in a case involving the revocation of a license, for practicing,
or offering to practice under the title of Registered Professional
Forester without a license. Any member of the Board may administer
oaths of affirmation to witnesses appearing before the Board. If any
person refuses to appear as a witness before the Board, or refuses
to testify, or refuses to produce any books, papers, or documents, the
Board may present its petition to the circuit court of the county
where the witness resides, setting forth the facts, and thereupon
the court shall, in a proper case, issue a subpoena to the person,
requiring his attendance before the circuit court and there to testify
or produce books, papers, or documents as may be deemed pertinent
and necessary by the Board. Any person failing or refusing to obey
the subpoena or order of the circuit court may be proceeded against
as for refusal to obey any other subpoena or order of the court.

The Secretary of the Board shall receive and account for all
money derived under the provisions of this subheading. The money
shall be deposited to the credit of the State Treasurer in a bank or
banks as he may designate and shall be maintained in a special
fund on the books of the Comptroller of the Treasury in an account to
